Council Minutes of 6/5/2007
Planning
The Board of Control approved the selection of Silverlode Consulting Corporation as the
City's Economic Development Consultant.
Requests for Proposals for ADA consulting services for the review of city buildings and
infrastructure went out last month. The deadline to receive proposals is June 15.
Service
Concrete slab repair is completed on Wedgewood in preparation for the asphalt overlay,
and thus far we have crack-sealed ten streets.
Great Northern Blvd. inner lanes are complete, and today the Board of Control awarded
the asphalt recycling contract and the asphalt overlay contracts to Kokosing Construction.
7) Ordinance 2007-50 will he voted upon today, and he encourages all members of
Council to reject this legislation. This ordinance represents bad government, with
legislators attempting legislate where no problem exists. Allow the experts who work
with these issues everyday to decide when and how to mark city vehicles. This legislation
was reviewed in committee and unanimously recommended for non-passage. If this
ordinance is approved by Council, he will veto.
8) There is potential additional funding for the Community Diversion Program which is
in legislation that he will introduce tonight in Ordinance 2007-70. He asks for the
support of all of Council and for support of suspension of the rules.
Finance Director Copfer: 1) She has participated in two service negotiating sessions.
Cheryl Farver is acting Chief negotiator for the city team. Though the first Clerical
Technical and third FOP sessions were scheduled, they were both canceled for different
reasons.
2) Along with Assistant Finance Director Leslie Bruxvoort, she attended the mandatory
training the State Treasurers Office sponsored on investing on May 24th. They had the
pleasure of hearing Richard Courdray speak at the lunch break where he discussed his
first few months in office and his expectations about the job versus the reality. He
thought it would be similar to his Franklin County treasurer's job, and it is more involved
with other responsibilities.
3) Yesterday she participated in the fact finding hearing with the IAFF union. It will be
continued on Thursday and may need more days scheduled to get through all the issues.
Councilman Miller, chairperson of the Environmental Control Committee: 1) A
committee meeting was held last evening to discuss Ordinance 2007-38. The legislation
will be amended, and the legislation will be discussed in committee at a future date. A
report will be made after that meeting.
Councilman Gareau, chairperson of the Building, Zoning & Development Committee: 1)
The committee met on Monday, June 4, 2007. Present were committee members Gareau,
Orlowski and Miller; Council Member Barker and Council President Kennedy; Law
Director Dubelko and Planning Director Wenger. Agenda items included the following:
• John Knox Church, 25200 Lorain Road. This is approval of both a site plan and a
conditional use permit. The proposal consists of additional parking and remodeled
entryway. The parking will be at the south side of the building, toward Lorain
3
