The replacement landscaping and <br />existing grading which reduce the visual impact of the parking from the street. <br />The Planning & Design Commission made some recommendations for added low <br />growing shrubs in the island between the parking areas and south of the parking <br />areas. Those were included. Minor modifications are scheduled for the south <br />elevation to emphasize the entryway as a main entrance to the facility. Colors and <br />materials will match all existing building materials. The theme is to create a <br />visually attractive pedestrian corridor from the parking field to the church. The <br />Planning & Design Commission found that the applicant satisfied favorably the <br />elements of the new 1118.03. The committee discussed the parking field <br />visibility from Lorain Road as well as the lighting and landscaping. The <br />committee recommended by a vote of 3-0 to approve the site proposal of John <br />Knox Church and to approve the conditional use permit, subject to satisfying the <br />recommendations of the Planning & Design Commission. Councilman Gareau <br />made a motion to approve both the site plan and the conditional use permit for <br />John Knox Church, subject to satisfying the recommendations of the Planning & <br />Design Commission. The motion was seconded by Councilman Orlowski and <br />passed unanimously. <br />• Fortney &Weygandt, 31269 Bradley Road, a parking amendment. The proposal <br />consists of additional parking for staff and visitors at the Space Age Industrial <br />Design Building. Additional parking is required for staff and visitors of Fortney. <br />They propose to add parking on its neighboring vacant property (former Space <br />Age), in the front yard and along the west side of the building. The plan includes <br />three points of cross access for the two properties. A number of trees are <br />scheduled to be removed for the parking. To compensate, the landscape plan <br />shows some plant additions along the front and side of the vacant building. The <br />committee recommended approval by a vote of 3-0, subject to the <br />recommendations of the Planning & Design Commission. Councilman Gareau <br />made a motion to approve the proposal for additional parking at Fortney & <br />Weygandt subject to the recommendations of the Planning & Design <br />Commission. The motion was seconded by Councilman Orlowski and passed <br />unanimously. <br />• PetSmart, 26063 Great Northern Plaza. The proposal consists of adding an indoor <br />animal boarding facility to the existing pet store. This is a conditional use permit <br />application, with some minor changes on the exterior of the building. The facility <br />exceeds the requirement that any such facility be a minimum distance of 350 feet <br />from a residential property line. The applicant provided to the committee <br />documentation that the facility would meet the conditional use standards. The <br />committee inquired about noise; odors; testing standards far noise and odors; <br />animal waste materials and how that would be managed; and ingress and egress. <br />Questions were fielded by Attorney Tom Lee and a representative of PetSmart. <br />The conditional use permit was recommended for approval subject to the new <br />standards for conditional use permits and further subject to the following: <br />4 <br />
