Council Minutes of 5/15/Z007 <br />Councilman Ryan and passed unanimously. Councilman Miller moved for adoption. <br />The motion was seconded by Councilman Ryan and passed unanimously. Resolution No. <br />2007-53 adopted. <br />Ordinance No. 2007-54 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2007. <br />Resolution No. 2007-55 was introduced and placed on first reading by Councilman <br />Barker on behalf of the entire Council and the Mayor. A resolution opposing Ohio <br />Senate Bill 117 and supporting the local cable franchising process, and declaring an <br />emergency. Councilman Barker moved for suspension of the rules requiring three <br />readings and committee review. The motion was seconded by Council Member Jones <br />and passed unanimously. Councilman Barker moved for adoption, and the motion was <br />seconded by Council Member Jones. Roll call: Barker, yes; Jones, yes; Miller, yes; <br />Orlowski, yes; Gareau, yes; Ryan, yes, with comment. This is very critical for our city <br />because this has an affect on probably $300,000 to $500,000 of our income on a yearly <br />basis. He is glad the Mayor started this legislation and that it is going forwazd. The <br />motion passed unanimously. Resolution No. 2007-55 adopted. <br />Resolution No. 2007-56 was introduced and placed on first reading by Mayor O'Grady <br />on behalf of himself and the entire City Council. A resolution opposing the quarterly <br />customer service charge imposed by the City of Cleveland on water bills. Councilman <br />Miller moved for suspension of the rules requiring three readings and committee review. <br />The motion was seconded by Councilman Bazker and passed unanimously. Dennis <br />Lambert, 25057 Cazey Lane, said a resolution is a strong opinion of government <br />regarding a position to be taken on a subject. It's important to note that this should, while <br />opening the door to some issues, be the catalyst that gets us looking in the right direction <br />that Mr. Pangrac has been talking about and he now sees Westlake is looking at; that is, <br />removing our business from the City of Cleveland and starting to perhaps be a little bit <br />more competitive. He commends the city for moving forward on this. Donald Pangrac <br />came forward to ask whether the vote had been taken on Resolution 2007-55, and he was <br />assured it had been done. Councilman Miller moved for adoption of Resolution 2007-56, <br />and the motion was seconded by Councilman Barker. Roll call: Miller, yes, with <br />comment. After hearing Mr. Barker's report this evening, we could subtitle this the <br />"Don't shut off Mr. Barker's water" resolution. Roll call continued: Bazker, yes, with <br />comment. Thank you, Mr. Miller. Roll call continued: Ryan, yes, with comment. His <br />only personal regret on this is he would love to see the Mayor debate with Frank Jackson <br />on this. Roll call continued: Gareau, yes, with comment. When dealing with the <br />Division of Water for the City of Cleveland, he think it's important to make a strong <br />statement. It brings back to his attention the earlier proposal from the City of Cleveland, <br />and the fact that they were waiting for suburbs to adopt specifically the suggestion about <br />abandoning the water lines and switching the agreement as it currently exists and whether <br />or not perhaps North Olmsted should not only consider not adopting it but perhaps <br />consider passing a resolution expressly rejecting that. And sending that to send a strong <br />statement as to where North Olmsted stands as to the Division of Water for the City of <br />10 <br />
