Council Minutes of 5/15/2007 <br />Cleveland. It's one thing to not move on their suggestions, but it's quite another to move <br />on it and tell them no. He thinks this is the type of legislation that goes in that direction. <br />Maybe we should take a look at that other approach too. Roll call continued: Orlowski, <br />yes; Jones, yes. The motion passed unanimously. Resolution No. 2007-55 adopted. <br />Mayor O'Grady responded to Mr. Ryan and said he has had a discussion with Cleveland <br />Mayor Frank Jackson on the issues of the additional charge and the entire proposal from <br />Cleveland. Although Mr. Ryan would like to hear from Mayor Jackson, he noted that <br />Cleveland Water Commissioner Christopher Nielson has been out to North Olmsted for a <br />discussion. <br />No. 2007-57 was introduced and placed on first reading by Council Member Dailey Jones <br />on behalf of herself, Mayor O'Grady and Councilmen Barker, Miller and Orlowski. A <br />resolution authorizing the Director of Planning to apply for a Livable Communities <br />Initiative Grant from the Northeast Ohio Areawide Coordinating Agency (NOACA) in <br />order to improve the transportation network and strengthen community livability in North <br />Olmsted; further authorizing the use of city funds for the local match; further authorizing <br />the Mayor to accept the grant, if awarded, and to execute a contract if required; finally <br />authorizing the Director of Planning to execute all other non-contract documents <br />necessary to effectuate receipt of the grant, and declaring an emergency. Council <br />Member Dailey Jones moved for suspension of the rule requiring three readings and <br />noted the issue had been reviewed in committee, and the motion was seconded by <br />Councilman Barker. Roll call: Jones, yes; Barker, yes; Gareau, yes; Miller, yes; <br />Orlowski, yes; Ryan, no. The motion passed with five yes votes and one no vote. <br />Council Member Dailey Jones moved for adoption, and the motion was seconded by <br />Councilman Barker. Roll call: Jones, yes, with comment. Thanks to the Planning <br />Director for all of her work and hustle in getting this grant in and also our City Engineer <br />for helping her as well. These are the types of projects that really make her excited to be <br />on Council. She is grateful for the support of Council and the administration so we can <br />move forward and hopes the city is awarded the grant. Going back to when Councilman <br />McKay was on Council and Mayor Boyle was Mayor, a study was done as to recreational <br />needs. The leading issue at that time was bicycle paths. Both he and Mr. McKay <br />frequently promoted the idea of a bicycle path that would link the two Metroparks, the <br />valley and Bradley Park. In interviews with Ms. Wenger when she first came on, he had <br />indicated that would be a dream he would like to see come true. If this goes anywhere <br />towards that, then he think it's certainly a great thing. While it can include other issues, <br />it's his hope that the bicycle path that would link our Emerald Necklace together would <br />be a great asset for the city. Resolution No. 2007-57 adopted. <br />Ordinance No. 2007-58 was introduced and placed on first reading by Councilman <br />Gareau. An ordinance amending Section 339.02 of Chapter 339 of the North Olmsted <br />Traffic Code, entitled "Commercial and Heavy Vehicles," in order to increase the <br />penalties for truck and other heavy vehicle traffic that illegally travel upon local streets <br />not designated as truck routes. <br />11 <br />
