Council Minutes of 5/15/2007 <br />Resolution No. 2007-59 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Chief of Police to apply for law enforcement grant funds <br />from the State of Ohio for Drug Abuse Resistance Education (DARE) for fiscal 2007- <br />2008 and, if the application is granted, further authorizing the Mayor to enter into an <br />agreement with the State of Ohio, or the appropriate State of Ohio law enforcement <br />agency, to accept said grant funding on behalf of the city. <br />Resolution No. 2007-60 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into a renewed one-year contract with LK <br />Heating & Cooling Inc., with a city option for an additional one year term, to perform <br />maintenance services upon the heating and cooling equipment at various city buildings, <br />and declaring an emergency. Councilman Gareau moved for suspension of the rules <br />requiring three readings and committee review. The motion was seconded by <br />Councilman Barker and passed unanimously. Dennis Lambert, 25057 Carey Lane, noted <br />this was a gamble as to whether money will be saved. His gut feeling is that Duane <br />Limpert should be trusted on this one. Mr. Kennedy had asked the question during <br />caucus whether the price is the same as last year, and he received an affirmative answer. <br />With the cost of energy going up, if this goes out to bids, the city may end up paying <br />more. He feels Duane Limpert should be trusted. Councilman Gareau moved for <br />adoption, and the motion was seconded by Councilman Barker. Roll call: Gareau, yes; <br />Barker, yes, with comment. Congratulations, Mr. Limpert. Roll call continued: Ryan, <br />yes, with comment. Many times the Mayor says that Council is micro-managing the <br />administration. He would like to point out to the Mayor that this time this is almost <br />$10,000 that is being passed, and he is voting yes. Council is saying they believe the <br />administration has done a good job, and he is going forward with it because of that. Roll <br />call continued: Orlowski, yes; Miller, yes, commenting he trusts Duane. Roll call <br />continued: Jones, yes. The motion passed unanimously. Resolution No. 2007-60 <br />adopted. <br />Resolution No. 2007-61 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Human Resources to apply for a Drug Free <br />Workplace Program Safety Grant from the Ohio Bureau of Workers Compensation to <br />partially reimburse the city for funds expended on employee education and supervisor <br />training; further authorizing the Mayor to accept the grant, if awarded, and to execute a <br />contract with the Ohio Bureau of Workers Compensation; and finally authorizing the <br />Director of Human Resources to execute all other non-contract documents necessary to <br />effectuate receipt of the grant. <br />Resolution No. 2007-62 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution extending for an additional three month period the contract with Richard L. <br />Bowen & Associates, Inc., and Daniel J. Collins to, respectively, provide engineering <br />consulting services to the city and serve as City Engineer. <br />12 <br />
