' Council Minutes of 5/1/200'1 <br />We've heard dialogue on both sides of the issue generally this evening. For that same <br />reason, it should go to a vote for the people. Roll call continued: Jones, yes; Ryan, no; <br />Barker, yes; Gareau, yes. The motion passed with six yes votes and one no vote. <br />Ordinance No. 2007-35 adopted. <br />Ordinance No. 2007-43 introduced by Mayor O'Grady was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2007 as <br />amended. Councilman Talton moved for suspension of the rule requiring three readings <br />noting the legislation had been heard in committee. The motion was seconded by <br />Councilman Miller and passed unanimously. Councilman Talton moved for adoption. <br />The motion was seconded by Councilman Miller and passed unanimously. Ordinance <br />No. 2007-43 adopted. <br />Resolution No. 2007-45 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Community Life Services to purchase vehicles and <br />related equipment for the Springvale Golf Course through the State Purchase Program; <br />further authorizing the Mayor to execute all documents necessary to effectuate such <br />purchases; and declaring an emergency. Councilman Barker moved for suspension of the <br />rule requiring three readings. The motion was seconded by Council Member Jones and <br />passed unanimously. Councilman Barker moved for adoption. The motion was seconded <br />by Council Member Jones and passed unanimously. Resolution No. 2007-45 adopted. <br />Ordinance No. 2008-48 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance authorizing the transfer of certain moneys in the city's Sewer Bond <br />Retirement Fund (Fund 460) to its General Obligation Bond Retirement Fund <br />(Fund 410). <br />Resolution No. 2007-49 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution retroactively authorizing the Chief of Police to file an application for a fiscal <br />year 2006 Homeland Security Grant in order to acquire a video detective system and <br />provide for training; further authorizing the Mayor to accept the grant, if awarded, and to <br />execute a contract if required; finally authorizing the Chief of Police to execute all other <br />documents necessary to effectuate receipt of the grant, and declaring an emergency. <br />Councilman Talton moved for suspension of the rules requiring three readings and <br />committee review. The motion was seconded by Councilman Barker and passed <br />unanimously. Councilman Talton moved for adoption, and the motion was seconded by <br />Councilman Barker. Roll call: Talton, yes; Barker, yes; Miller, yes; Orlowski, yes, with <br />comment. At a brief discussion of the legislation, the administration stated that they will <br />present a written report as to the type of equipment being purchased and the use. Roll <br />call continued: Ryan, yes; Gareau, yes; Jones, yes. The motion passed unanimously. <br />Resolution No. 2007-49 adopted. <br /> <br />10 <br />
