0 <br />Council Minutes of 4/17/2007 <br />3) On April 12, at the request of Councilman Gareau, he sent a letter to attorney Dan <br />Kolick, who represents Suburban Collision Center, to get an update on where that <br />business is with respect to retesting and other related issues. <br />4) On April 12, at the request of Councilman Gareau, provided advice to the Councilman <br />and the Service Director regarding Corporate College signage that is in the city's right- <br />of-way. He left that issue with the administration and the Councilman for potential <br />further action. <br />5) On April 12, along with Councilwoman Jones and the Mayor, he attended an event <br />that honored Assistant Law Director Carole Heyward. The event was sponsored by the <br />Housing Research and Advocacy Center. Ms. Heyward was honored for her work in fair <br />housing. <br />6) The case of Nancy Kovacic v. Cuyahoga County Dept. of Children & Family Services <br />is in federal court. A status conference was held today. The city has pending motions for <br />summary judgment. There is a trial date in November, but he is hoping to be successful in <br />summary judgment in that case. <br />7) Assistant Law Director Heyward has had some very good success in real property <br />maintenance code prosecutions in Rocky River Court. In one instance, she obtained an <br />order from the magistrate fora $2,000 fine for a person who violated real property <br />maintenance code provisions. In another case, she obtained a $5,000 fine. Hopefully, the <br />word gets out that the city is becoming more and more strict with real property <br />maintenance code violations. To Assistant Law Director Heyward's credit, she is <br />establishing credibility with the judges in Rocky River Court to get the better fines and to <br />get better responses from people who are not maintaining their properties. <br />8) There is one remaining fair housing complaint pending before the city arising out of a <br />handicapped parking situation. There was a recent conciliation meeting regarding that <br />case, and the respondents are to submit a plan to the city to improve handicapped parking <br />throughout their complex. <br />Finance Director Copfer: 1) She has been preparing for FOP negotiations which will <br />begin on Apri124. She has also been preparing for the fact-finding presentation with the <br />fire fighters that will occur tomorrow. <br />2) The GAAP conversion is nearly complete, and this week the auditors have begun their <br />on-site year end field work. <br />Councilman Gareau, chairperson of the Building, Zoning & Development Committee: 1) <br />The BZD Committee met on Tuesday, April 10, 2007. Present were committee <br />members Gareau, Orlowski and Miller; Council members Barker, Jones, Talton, Council <br />President Kennedy; Director of Planning Wenger. There were four agenda items: <br />1. North Olmsted Laser Wash, 25054 Lorain Road, with an amendment to <br />previously approved landscape plans. The Building Dept. advised there <br />were two modifications in order: a landscape amendment for the island <br />adjacent to the building; and a change to plantings around the sign base. <br />The request for a minor change was denied. This was reviewed in January <br />and reported out by him. The BZD Committee recommended by a vote of <br />3-0 to change the landscaping at the monument sing, but voted 3-0 to <br />3 <br />
