Council Minutes of 4/17/2007 <br /> <br />reject the changes at the landscape bed along the building. Mr. Ron <br />Nelson had requested that the committee look at the matter further. He <br />obliged that request and brought it back for further discussion concerning <br />the landscape bed adjacent to the building. The committee discussed the <br />legitimacy of the reasons for the change. They heard quite a few of those <br />reasons from the last individual who represented North Olmsted Laser <br />Wash in everything from prevailing winds, to salt spray, to just about <br />everything else one could hear as a reason why the landscape bed could <br />not be installed. However, Mr. Nelson carne in and presented that, in his <br />opinion, the plans that were submitted to the city failed to reflect what <br />they actually intended to submit by virtue of a miscommunication with the <br />architect who was no longer with the firm. Specifically, he said the plans <br />failed to leave sufficient space to exit from the entrance lane in the event <br />that a vehicle was too high and had to depart the stacking lane. As built, <br />not as submitted, the space where the landscape island was left off served <br />as a place to maneuver and exit according to Mr. Nelson. Mr. Nelson <br />indicated that the island should never have been in the plan, but was left in <br />through an oversight by the architect. The plans they were using in the <br />field did not reflect the island. However, the plans that the city had in its <br />possession did. The committee members and Council expressed, as they <br />had in the past, frustration with the deviations from approved plans. Mr. <br />Miller indicated and pointed out that, in his observation, the area where <br />the landscape bed was supposed to be merely served as a parking space for <br />management and not as a means of egress in the event someone must <br />leave the site. After discussion, the committee made two motions. First, <br />was a motion to recommend approval of the landscape modifications to <br />the landscaping at the sign base, which was approved and reported out <br />previously. The committee recommended for approval by a vote of 3-0. <br />The second motion in committee was to recommend approval of the <br />landscape island adjacent to the building, but to include appropriate <br />substitute landscape enhancements along the southwestern corner near <br />Lorain Road. That committee motion failed by a vote of 2-1, with <br />committee member Gareau voting yes and committee members Miller and <br />Orlowski voting no. Councilman Gareau made a motion to recommend <br />approval of the landscape modifications to the landscaping at the sign. <br />The motion was seconded by Councilman Miller and passed unanimously. <br />Councilman Gareau made a motion to approve the removal of the <br />landscape island adjacent to the building. The motion was seconded by <br />Councilman Miller. Roll call: Gareau; yes; Miller, no, with comment, <br />that this has been reviewed by the Planning & Design Commission a few <br />times as well, and they recommended not to remove this. Roll call <br />continued: Jones, yes; Orlowski, no; Tallon, no; Barker, no. The motion <br />failed with four no votes and two yes votes. <br />2. North Olmsted Nissan. The proposal consists of significant facade <br />renovations to the existing building plus site improvements.
