Council Minutes of 2/20/2007 <br />and Mr. Gareau have discussed is the situation of being aware of faults immediately after <br />a new street is completed. We need to get on that right away and resolve it and engage <br />the Law Dept., if necessary, to protect our investment in those streets. The portion of <br />Lorain Road completed this summer not only has cracks but sections that are actually <br />lifting and shifting. It's important that we pay attention to those kinds of issues. On- <br />going maintenance certainly protects your investment. Preventive maintenance is a key <br />issue. When we know we have a faulty product, we need to get on top of that. Mayor <br />O'Grady said the members of Council will be advised of the bid prices following review <br />of the Board of Control. As far as a comprehensive maintenance plan, that is a focus of <br />the city administration. It is what we are heading towards with our comprehensive street <br />survey. The survey is a tool we will be using to ensure we're doing, in an intelligent <br />way, the maintenance that needs to be done on the streets. The administration fully <br />supports and agrees with the comments of Mr. Gareau with regard to maintenance. <br />However, he would encourage Council not to have discussions about things like a <br />comprehensive street maintenance program during the budget process. We are taking a <br />different approach this year to the budget review. He strongly encourages Council to <br />focus on the budget during the budget review. If there are other issues, like the WWTP <br />or comprehensive street review, it should be discussed during a separate committee <br />meeting. The administration will be very agreeable to making sure that Council is <br />provided with the information they need on the operational aspects of any of these <br />entities. Councilman Gareau said he agreed, and he suggests to the Mayor he will know <br />the depth and breadth of the comprehensive program simply by looking at how much <br />money the Mayor has provided Council to take care of that. It may not be a long <br />discussion at all-it may be as simple as eyes glancing over one line item to determine <br />haw much money we have to try to achieve that goal. <br />Ordinance No. 2007-10 introduced by Mayor O'Grady was given its third reading. An <br />ordinance providing for the issuance and sale of $150,000 of notes, in anticipation of the <br />issuance of bonds, for the purpose of acquiring and installing telecommunications <br />equipment and related software and appurtenances. Councilman Tallon moved for <br />adoption, and the motion was seconded by Councilman Ryan. Roll call: Tallon yes; <br />Ryan, yes, with comment he has always been a staunch supporter of communicating to all <br />of our constituency as to what is going on. This is an excellent way to get out more <br />information to more people so we can make better decisions and move forward in the <br />city. Roll call continued: Orlowski, yes; Miller, yes; Jones, yes; Gareau, yes; Barker, <br />yes. The motion passed unanimously. Ordinance No. 2007-10 adopted. <br />Resolution No. 2007-11 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor to enter into a contract with Maxim Health Systems, <br />LLC, for the administration of influenza and pneumonia vaccines at the North Olmsted <br />Senior Center. <br />Resolution No. 2007-12 introduced by Council Member Dailey Jones on behalf of <br />herself, the entire City Council and Mayor O'Grady was given its second reading. A <br />resolution proclaiming April as Fair Housing Month in North Olmsted, Ohio. <br />Councilman Ryan moved for suspension of the rule requiring three readings. The motion <br />9 <br />
