City Council Minutes of 1/16/200? <br />Ordinance No. 2007-5 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending Chapter 1136 (Single Family Cluster District) of the Zoning <br />Code in order to establish new regulations for Single Family Cluster housing <br />developments in the city. <br />Resolution No. 2007-6 was introduced and placed on first reading by Mayor O'Grady. A <br />resolution authorizing the Mayor, on behalf of the City of North Olmsted, to enter into an <br />agreement with the Board of Cuyahoga County Commissioners for the asset transfer of <br />equipment purchased with FY2005 Urban Area Security Initiative Grant Program funds, <br />and declaring an emergency. Councilman Tallon moved for suspension of the rules <br />requiring three readings and formal committee review. The motion was seconded by <br />Councilman Miller and passed unanimously. Resolution <br />No. 2006-6 adopted. <br />Resolution No. 2007-7 was introduced and placed on first reading by Mayor O'Grady. A <br />resolution authorizing the Director of Public Service to advertise for bids for the <br />replacement of the existing sound system (with allowance for future video recordings) in <br />Council Chambers and for the construction of a sound system in the new Council caucus <br />room; further authorizing the Mayor, subject to award by the Board of Control, to enter <br />into a contract with the lowest and best bidder, and declaring an emergency. <br />Resolution No. 2007-8 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending Sections 172.01 and 172.02 of Chapter 172 of the Administrative <br />Code, entitled "Tax Incentive Review Council," in order to bring the sections into <br />compliance with State law, and declaring an emergency. <br />Councilman Gareau commented that the procedural history for Ordinance 2006-122, <br />which was turned dawn by a vote of 4 to 3, goes back over several BZD Committee <br />meetings. He knows counsel has attended meetings on behalf of an interested client. <br />Because there may be some continuing questions or concerns that perhaps could have <br />been and were not ferreted out in the legislative process, he respectfully asked if a <br />Council Member who voted in the majority would make a motion to reconsider. If so, <br />the legislation could be put back into committee to try to work something out because <br />there has been a lot of time invested on the part of Kim Wenger and others. Perhaps a <br />compromise can be found. <br />Mayor O'Grady echoed Councilman. Gareau's comments and asked that the legislation be <br />reconsidered. He was not aware there were objections to the legislation. <br />13 <br />
