City Council Minutes of 1/16/2007 <br />With regard to the delays on the front entrance, Councilman Tallon asked the Mayor if <br />there have been any warnings or fines implemented. Mayor O'Grady answered that he <br />had a discussion with the Law Director about this last week. At this time, there have <br />been no fines. However, the administration has communicated in a direct way concern <br />and dissatisfaction with the way things have been going. <br />Law Director Dubelko: 1) Thanked members of Council, the administration, and the <br />Mayor who responded to his request to move forward on some of the good government <br />initiatives proposed in annual report. Nothing gets done without the administration and <br />Council cooperating and supporting each other. He is hopeful this year a number of those <br />initiatives will be acted upon. <br />2) In response to Councilman Ryan's questions last week regarding membership on the <br />Tax Incentive Review Council, the Law Dept. did conduct areview-the results of which <br />can be seen in Ordinance 2007-8. In the past, mayors have placed members of Council <br />on the TIRC, and it is his opinion that is not correct. The State statute calls for <br />appointing two members of the public. <br />Finance Director Copfer: 1) The labor negotiating team had two sessions with the Fire <br />union and had two management preparation meetings. <br />2) She received Rocky River's month end report, and the Rocky River finance director <br />stated they had a $14,580.81 surplus for the court for the year. She discussed volume <br />issues at the court and adjusting for that through their operating budgets as they <br />determined tickets written were down. She informed them to plan on the same or less <br />volume from North Olmsted and verified that with the Police Chief. <br />3) The city met its reporting to the county by this afternoon. Based on all the server and <br />bank reporting issues during the last two weeks, it is a miracle and a true testament to <br />Assistant Director Leslie Bruxvoort's coping ability. The executive summary reports will <br />be distributed to Council tomorrow, and the monthly detail revenue and expenditure <br />reports will be e-mailed. <br />4) Although she has not yet analyzed the year-end numbers, the General Fund <br />unencumbered balance grew slightly to $1,813,330, which is about $90,000 over what it <br />was last year. She will be reviewing the city results in depth and providing a report to the <br />administration and Council to precede the budget hearings. <br />Councilman Tallon, member of the Environmental Control Committee reported on behalf <br />of Chairperson Miller: 1) The committee met on January 10, 2007. In attendance were <br />committee members Tallon and Gareau; Council Members Orlowski, Jones, Barker; <br />Service Director Limpert, WWTP Superintendent Nichols, and Sanitary Sewer Systems <br />Supervisor Binggeli; guests. The purpose of the meeting was to discuss the latest letter <br />sent to the EPA with regard to work to be done to improve the city's sanitary sewer <br />system. An update and overview of this letter was given by Director Limpert. After that, <br />there was a more detailed explanation and question period by the WWTP <br />superintendents. The meeting was very informative and helped keep Council abreast of <br />our on-going situation. As this was an informational meeting, there was no need for any <br />motions. <br />4 <br />
