Council Minutes of 12/16/200$ <br />Councilman Barker asked the Law Director about the communication from the EPA <br />regarding Suburban Auto and if a date had been set for the public hearing. Law Director <br />Dubelko responded that the Building Commissioner has corresponded with the Division <br />of Air; and, as soon as a date is set, Council will be notified. <br />Finance Director Copfer: 1) She hopes all of Council found the administration's <br />presentation on Saturday at the Finance Committee meeting informative. The slide <br />presentation has been put on the city website. She and the Finance Committee <br />chairperson have discussed a potential schedule for the formal budget hearings process in <br />order to have a permanent budget in place in January. <br />Councilman Gareau, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Saturday, December 13, 2008 from 9:30 a.m. until 2:45 p.m. Present were <br />committee members Kearney, Barker, and Gazeau; all members of Council; directors <br />Farver, Wenger, Thomas, Copfer, Dailey, and Limpert. A good number of citizens were <br />in attendance because of concern about the discussion of potential layoffs and the budget <br />coming for next year. Amore thorough report will be given as the budgeting process <br />proceeds. A temporary budget was submitted by the administration, so Council was able <br />to begin the process by having a general overview and discussion. Finance Director <br />Carrie Copfer gave a budget overview and Safety Director Dr. Lisa Thomas discussed a <br />number of issues that the city is facing with respect a budget crunch. The presentations <br />are available on the city website. If citizens have questions, please feel free to contact <br />Council, the Mayor and the Finance Director. Ideas and suggestions about making <br />government more efficient are welcome. This is a community effort. The next meeting <br />of the Finance Committee at 7:30 p.m. on Tuesday, December 23, will address the <br />temporary appropriations, which is done annually to take the city through the first quarter <br />of the year. Everyone is encouraged to remain involved. The detailed budget process <br />will begin in January. Agenda items included the following: <br />• Ordinance 2008-161, an ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the yeaz ending <br />December 31, 2008. This legislation will be as amended. Ordinance 2008-161 is <br />a transfer ordinance. Once the yearly budget is established, it is necessary <br />throughout the year to move money within funds to cover various expenses to <br />take care of certain needs which had not been appropriated for. For example, <br />office supplies within the Division of Fire for a couple thousand dollars; an <br />outside service issue for Fire which was $3,695; there were some salary and <br />pension issues, retro wages, and vacation buybacks that had to be taken care of as <br />well throughout the ordinance. Amendments included architectural services for <br />the library construction fund of $790 and Community Life Services, $2,902. At <br />the committee meeting, Councilman Gazeau made a motion to recommend <br />approval as amended with a request for suspension. The committee motion to <br />recommend approval was seconded by Councilman Bazker and passed 3-0. <br />Councilman Gareau made a motion to amend Ordinance 2008-161 to <br />accommodate the changes for Community Life Services of $2,902 and a $790 <br />amendment to the Library Construction Fund.
