Council Minutes of 11/18/2008 <br />current CVS where it has been maintained in its green condition for much of the past 10 <br />years. Another example is at Barton and Lorain roads where the church was removed. It <br />was landscaped green, and it has looked good for the past several years. The third- one is <br />Stearns and Lorain roads where the gas station was removed. The parcel was graded and <br />grass was planted, and it became a nice green space. If you look to other communities, <br />you will see that, when gas stations are removed, they don't just leave a strewn, debris- <br />filled lot. They grade it, they plant grass and it becomes a green part in the community <br />until or unless it's developed again. He votes yes on this piece of legislation with the <br />idea that we have other parcels we can clean up and take away the eyesores and turn them <br />into something that is a benefit to the community. Roll call continued: Barker, yes; <br />Ryan, yes; Kearney, yes; Jones, yes; Mahoney, yes; Orlowski, yes. The motion passed <br />unanimously. Ordinance No. 2008-135 adopted. <br />Resolution No. 2008-110 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for lawn <br />mowing services in accordance with plans and specifications on file in his office and <br />further authorizing the Mayor to enter into an agreement for said services with the lowest <br />and best bidder, subject to approval by the Board of Control. <br />Resolution No. 2008-127 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for brush <br />removal services for residents as part of a new city program that would provide preferred <br />pricing for such services from a private contractor, all in accordance with plans and <br />specifications on file in his office, and further authorizing the Mayor to enter into an <br />agreement for the establishment of said program with the lowest and best bidder, subject <br />to approval by the Board of Control, as amended. <br />Resolution No. 2008-128 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for snow <br />plowing services in accordance with plans and specification on file in his office and <br />further authorizing the Mayor to enter into an agreement for said services with the lowest <br />and best bidder, subject to approval by the Board of Control. <br />Resolution No. 2008-132 introduced by Mayor O'Grady was given its second reading. A <br />resolution approving the award of a job creation grant to IQS, Inc.; further authorizing the <br />Mayor to enter into a grant agreement; and declaring an emergency. Councilman Gareau <br />moved for suspension of the rule requiring three readings noting it had been heard in <br />committee. The motion was seconded by Councilman Barker and passed unanimously. <br />Councilman Gareau moved for adoption. The motion was seconded by Council Member <br />Dailey Jones and passed unanimously. Resolution No. 2008-132 adopted. <br />Resolution No. 2008-148 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor to enter into a contract with Richard L. Bowen + <br />Associates providing for the latter to electronically scan all plans and drawings of the <br />North Olmsted Engineering Division, and declaring an emergency. Councilman Gareau <br />moved for suspension of the rule requiring three readings noting it had been heard in <br />12 <br />
