<br />would like it known in the public that I did speak with a representative from the Mayor's
<br />office about a month, perhaps five weeks ago, and indicate that I would vote in favor of
<br />2008-121. Recent events, the example of Garfield Hts. and some rethinking on my part
<br />caused me to change my position. But I at least want to acknowledge for the benefit of
<br />the Mayor that I did initially indicate support for 2008-121. Thank you."
<br />Ordinance No. 2008-105 introduced by Mayor O'Grady was given its second reading for
<br />the purpose of tabling. An ordinance amending Section 167.021 of Chapter 167 of the
<br />Administrative Code entitled "Department of Human Resources," for the purpose of
<br />creating a second "Employment Specialist" position in the Department, of Human
<br />Resources, and declaring an emergency. Councilman Gazeau moved to table. The
<br />motion was seconded by Council Member Dailey Jones and passed unanimously.
<br />Ordinance No. 2008-105 is tabled.
<br />Resolution No. 2008-115 introduced by Mayor O'Grady was given its second reading. A
<br />resolution approving of and authorizing the Mayor to enter into a collective bazgaining
<br />agreement with the American Federation of State, County and Municipal Employees
<br />("AFSCME"), Ohio Council 8, Local 2681 for the city's Service Unit employees, for the
<br />period July 1, 2007 through June 30, 2009 and declaring an emergency. Councilman
<br />Gareau moved for suspension of the rule requiring three readings for the purpose of
<br />getting this matter brought to conclusion, and the motion was seconded by Councilman
<br />Kearney. Roll call: Gareau, yes; Kearney; yes; Mahoney, yes; Barker, no; Jones, yes;
<br />Orlowski, yes; Ryan, yes. The motion passed with six yes votes and one no vote.

<br />Kearney. Roll call: Gareau, yes; Kearney, yes; Barker, no; Ryan, yes; Orlowski, yes;
<br />Jones, yes; Mahoney, yes. The motion passed with six yes votes and one no vote.
<br />Resolution No. 2008-115 adopted.
<br />Resolution No. 2008-116 introduced by Mayor O'Grady was given its second reading. A
<br />resolution approving of and authorizing the Mayor to enter into a collective bazgaining

<br />("AFSCME"), Ohio Council 8, Local 2681 for the city's Clerical & Technical
<br />employees, for the period July 1, 2007 through June 30, 2009 and declaring an
<br />emergency. Councilman Gareau moved for suspension of the rule requiring three
<br />readings and noted it had been heard in committee, and it needs to be effective
<br />immediately as it is more than a year past its original date. The motion was seconded by
<br />Councilman Kearney. Roll call: Gareau, yes; Kearney, yes; Orlowski, yes; Mahoney,
<br />yes; Ryan, yes; Barker, no; Jones, yes. The motion passed with six yes votes and one no
<br />vote. Councilman Gareau moved for adoption, and the motion was seconded by
<br />Councilman Mahoney. Roll call: Gareau, yes; Mahoney, yes; Orlowski, yes; Bazker, no;
<br />Jones, yes; Ryan, yes; Kearney, yes. The motion passed with six yes votes and one no
<br />vote. Resolution No. 2006-116 adopted.
<br />Councilman Gareau stated that, as he had indicated earlier, if Ordinance 2008-121 did not
<br />pass, then Ordinance 2008-124 would need to be amended. As Council is not able to
<br />make the amendment at this time, he moved that Ordinance 2008-124 be removed from
