<br />Councii Minutes 10-21-2008 <br />1 ~-,~,~ <br />the agenda and referred back to committee. (He will add it to his committee agenda for <br />next week.) The motion was seconded by Councilman Kearney. Roll call: Gareau, yes; <br />Kearney, yes; Mahoney, yes; Barker, yes; Jones, yes; Ryan, asked the Finance Director if <br />she was in agreement with putting it back into committee. Finance Director Copfer said <br />it had been discussed at the last committee meeting that something would have to be done <br />with the legislation if Ordinance 2008-121 did not pass. Roll call continued: Ryan, yes;: <br />Orlowski, yes. The motion passed unanimously. Ordinance No. 2008-124 was removed <br />from the agenda and placed back into the Finance Committee. <br />Resolution No. 2008-125 introduced by Mayor O'Grady was given its second reading. A <br />resolution accepting the amounts and rates as determined by the Budget Commission and <br />authorizing the necessary tax levies and certifying them to the County Auditor. <br />Councilman Gareau moved for suspension of the rule requiring three readings and noted <br />the legislation had been reviewed in committee and suspension was necessary to get the <br />appropriate tax levies in place for the year 2009. The motion was seconded by <br />Councilman Barker and passed unanimously. Finance Director Copfer said she wanted <br />to be sure that Council understands this is for tax rates for the 2008 year, collection year <br />of 2009. Councilman Gareau moved for adoption. The motion was seconded by <br />Councilman Kearney and passed unanimously. Resolution No. 2008-125 adopted. <br />Resolution No. 2008-126 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Planning to make application on behalf of the City <br />of North Olmsted for Community Development Block Grant (CDBG) Funds for the <br />Fiscal Year 2009 for a project to make ADA improvements to the North Olmsted Senior <br />Center, Community Cabin and North Olmsted Park; further authorizing the use of City <br />funds as the local match; further authorizing the Mayor to accept the grant if awarded; <br />declaring an emergency. Councilman Gareau moved for suspension of the rule requiring <br />three readings, noting the legislation was for a very worthy endeavor and we would like <br />to get it moving to get our application for Community Development Block Grant funds as <br />quickly as possible. The motion was seconded by Councilman Barker and passed <br />unanimously. Councilman Gareau moved for adoption, and the motion was seconded by <br />Councilman Barker. Roll call: Gareau, yes, with comment that anyone who has used the <br />Community Cabin understands how difficult those bathrooms are configured and what a <br />burden it is for persons who might be experiencing some sort of a physical challenge. <br />These are the kind of things which he mentioned earlier that really need attention. City <br />Hall is being improved in different areas, including the ADA compliant front entryway. <br />Changes were made at the Rec Center a few years ago, and automatic doors would <br />installed at the Senior Center some years ago. These are the kind of things he thinks are <br />extraordinarily important, and he is proud to see this come forward. It's a great idea, and <br />he is happy to support it. Roll call continued: Barker, yes, with comment that he would <br />like to thank the residents who were on the committee. They work hard; they have to <br />read a lot of material. As a former member of that committee, this group is near and dear <br />to him. He wants to thank them for their service. His vote is yes. Roll call continued: <br />Ryan, yes; Jones, yes; Orlowski, yes; Kearney, yes; Mahoney, yes. The motion passed <br />unanimously. Resolution No. 2008-126 adopted. <br />13 <br />
