This legislation concerns an additional raise. <br />Councilman Barker, chairperson of the BZD Committee: 1) The Building Zoning and <br />Development Committee met Tuesday September 23, 2008 at 7:00 p.m. Present were <br />committee members Barker, Gareau and Dailey Jones; Council President Kennedy and <br />Council members Kearney, Mahoney and Orlowski; Law Director Dubelko and Planning <br />Director Wenger and guests. Agenda items included: <br />• COM508-15, AT&T located at 29688 Lorain Road. Representing AT&T was <br />Mr. Ronald Gainar of Sindyla, Anthony & Sindyla. This project consists of co- <br />locating awireless telecommunication antenna on the existing T-Mobile tower <br />behind Patton's Towing for AT&T usage. The tower would be extended to 190 <br />feet, and an equipment structure installed within the existing fenced area. <br />Because it is a co-location, the proposal is considered an accessory use under the <br />Wireless Telecommunications Facilities Overlay District, and does not require a <br />conditional use permit as did the original tower. The conditional use permit was <br />granted in April for T-Mobile. The Planning and Design Commission found the <br />proposal acceptable subject to shielding a light fixture to be located on the <br />equipment shelter. There were no questions or comments from the BZD <br />Committee or members of Council pertaining to this addition to the T-Mobile cell <br />tower. In committee, chairman Barker made a motion to recommend approval of <br />the AT&T co-location at the T-Mobile Tower behind Patton's Towing located at <br />29688 Lorain Road. Councilwoman Dailey Jones seconded the motion and it <br />passed 3-0. The committee meeting ended at 7:05 p.m. Councilman Barker made <br />a motion to approve COM508-15, the AT&T proposal to co-locate on the T- <br />Mobile Cell Tower located behind Patton's Towing at 29688 Lorain Road, <br />including the recommendations of the Planning & Design Commission. The <br />motion was seconded by Council Member Dailey Jones and passed unanimously. <br />• COMS08-10, Bluestar Recycling located at 28820 Lorain Road. Representing <br />Bluestar were Mr. Bill Ivancic, Mr. Ted Altfeld and Mr. Jason Mould. This <br />proposal consists of building and site renovations to accommodate a recycling <br />collection center in the vacant Midas building. Recent zoning text amendments <br />permit recycling collection centers as a conditional use in the General Retail <br />Business District. Recycling collection centers allow for the collection, sorting <br />and temporary storage of recyclables to then be shipped elsewhere for processing. <br />The code contains language that no such facility .shall be located closer than 200 <br />feet from any residential zoning district, all activities must be conducted <br />completely indoors, noise must be effectively confined to any building, and such a <br />facility may be no larger than 10,000 square feet. These changes were made with <br />Ordinance 2008-17, which passed in May of this year. Building modifications <br />include installing two new overhead doors and repairing and repainting the <br />building from gray to two colors of brawn. The building will be the lighter color <br />(artisan tan} and the canopy and trim will be the darker color brown (chateau <br />brown). Landscaping will be added to the front setback and around the building. <br />7 <br />
