Council Minutes of 10/7/2008 <br />L <br />Concrete will be extended about 60 feet to allow for adrive-through operation <br />entering the rear of the building and exiting the east of the building towards the <br />front. There will be a new split face block dumpster enclosure provided. The <br />existing parking lot is to be restriped, and one ground and one wall sign are <br />shown. Concerns of the Planning & Design Commission included internal traffic <br />circulation and traffic generation, specifically how customer traffic and trucks <br />loading the recyclable materials would interact. The Commission felt it was <br />appropriate to impose limited hours of operation on the business as part of the <br />conditional use permit, and leave it to the business owner to schedule loading <br />activities for times which would not interfere with their customers. The <br />Commission did not feel noise or odors would be a concern at this location as the <br />site abuts other commercial uses that are auto intensive and is a significant <br />distance away from residential property. There will be video surveillance to <br />curtail any after-hour drop off. Also, the trucks that will come to pick up the <br />materials are stake body or roll out trucks. The trees at the western side of the <br />building will remain, and there are no landscaping changes to the rear of the <br />property. Mrs. Jones asked about noise during the crushing of material. Mr. <br />Ivancic replied that the Bureau of Workers Compensation was out for a noise test <br />at the other facility, and they were well below the noise standard so that their <br />employees do not have to wear ear protection. This means the noise level inside <br />should not be a problem to the surrounding area. In January when Bluestar <br />originally came to present their proposal, Mr. Barker had some concerns as well <br />as others about the possibility of stolen items coming to the facility. He <br />requested Safety Director Dr. Thomas ask our Police Department to contact the <br />Elyria Police Department, and NOPD was told that there were no problems and <br />that Bluestar was a good operation. Bluestar goes forward with the transaction, <br />gets all of the pertinent information from the seller, writes down vehicle <br />information, and it also is on video. They then call police with the information <br />and the police handle the matter. Mr. Ivancic said that he has yet to have a <br />meeting with Dr. Thomas or the Police Department but will in the near future. <br />The discussion of Senate Bill 171 was brought up, which changed the way scrap <br />metal dealers do business. The law establishes more record keeping requirements <br />and makes it harder for persons to sell stolen property. Mr. Ivancic was <br />instrumental in helping getting these guidelines passed because Bluestar has been <br />using strict rules themselves and wanted other businesses to have the same rules <br />and an even playing field for all. There was also discussion concerning the <br />loading of stored material during business hours. The Mayor, who entered the <br />meeting about 7:15 p.m., stated that he is happy to see a business like this and it <br />is a credit to North Olmsted because of the fact the more recycling we do the <br />better for all of us. Mr. Kennedy asked how it works. The answer was you drive <br />in and you are waited on. The market is for scrap dealers, light industry and <br />"soccer moms". They will take most anything except microwave ovens, ballast's, <br />fluids or household chemicals. Plus they will be able to tell you where you may <br />take items that they are unable to recycle. Also, this proposal takes along-time <br />vacant building, improves it, occupies it, brings employment and gives our <br />residents another choice with regards to recycling.
