Council Minutes of 10/7/2008 <br /> <br />A committee motion was made by Councilwoman Jones to recommend approval <br />of Bluestar Recycling, COMS08-10 located at 28820 Lorain Road, plus the <br />conditional use permit along with the recommendations by the Planning & Design <br />Commission. Chairman Barker seconded the motion and it was approved 3-0. The <br />committee adjourned at 7:30 p.m. Councilman Barker made a motion to approve <br />a conditional use permit for COMS08-10, Bluestar Recycling of 28820 Lorain <br />Road subject to the following conditions: 1) Hours of operation 8:00 a.m. to 9:00 <br />p.m. Monday through Saturday and no Sunday or holiday hours; 2) Hours of <br />operation shall include all functions, both internaUproprietary as well as <br />customer/retail operations; the development proposal is approved subject to the <br />recommendations of the Planning & Design Commission. The motion was <br />seconded by Council Member Dailey Jones and passed unanimously. <br />Council Member Dailey Jones reported: 1) At the end of September, she and Messrs <br />Kennedy, Barker, Gareau, Mahoney, Orlowski attended a meting of the Northeast Ohio <br />City Council Association. The topic of discussion was a revenue sharing study that had <br />been previously endorsed by the Mayors and Managers Association. This group of <br />people is now coming to the city council association for an endorsement. The study is <br />entering its second phase and is looking at the potential of having a regional revenue <br />sharing mechanism in place for any new development that might come in to the county. <br />The study is available on their website: www.revenuestudy.com. Council will be kept <br />updated on the outcome of the study, which is just a study on that issue and not an <br />endorsement of any type of potential mechanism. <br />2) As the Law Director indicated, the Fair Housing Review Board is hosting a fair <br />housing seminar on October 22, which is not only for real estate agents but anyone who <br />is interested in attending is more than welcome to do so. <br />3) As Mrs. Copfer mentioned in her report, they did have the opportunity to speak <br />yesterday so some of the seniors at the North Olmsted High School who are already <br />leaders in their class right now and clearly are going on to become leaders in whatever <br />field in which they choose to work. She was absolutely impressed at how driven and <br />organized they were already at 17 and 18 years old. She is certainly looking forward to <br />seeing the contributions that they will be making. <br />Mayor O'Grady commended Councilwoman Nicole Dailey Jones, Finance Director <br />Copfer and others for taking part in the program at the high school. <br />AUDIENCE PARTICIPATIQN <br />Donald Pangrac, 23470 Sharon Drive, noted that Ordinance 2008-131 had been added to <br />the agenda but a copy was not available. He asked that, in the future, copies be placed at <br />the table in the back of the room. President Kennedy said that was a good idea, but <br />Council had just received this legislation. Mr. Pangrac asked the Mayor about the status <br />of the water report the city was working on with Westlake. Mayor O'Grady said that the <br />administration continues to work in coordination with the City of Westlake to analyze <br />how best to provide water to the citizens of this community.
