Council Minutes of 9/2/2008 <br />~~+N v <br />Councilman Barker and passed 3-0. Amendments included an addition in Section <br />1 of the words "and labor contracts" which indicated the reason as to why it was <br />being amended. Also an emergency clause was added as the changes are now <br />being phased in and this has to be taken care of as quickly as possible. <br />Councilman Gazeau made a motion to amend Ordinance 2008-104 with the <br />amendments being (1) in Section 1, add "and labor contracts" after "salary range <br />ordinance" and (2) add an emergency clause. The motion was seconded by <br />Councilman Barker and passed unanimously. Ordinance No. 2008-104 amended. <br />Councilman Gareau noted that Mr. Limpert and Superintendent Schlemmer had <br />with great effort created the history of these different positions. They provided an <br />organizational chart that was amended with the various pay ordinances over the <br />course of the years and a table which compares what was to what is proposed. <br />That table will be attached to these minutes. <br />• Ordinance 200$-108, an ordinance amending the range of compensation rates and <br />salary ranges for administrative and legislative personnel so as to provide the <br />changes of titles and salary ranges for various non-bargaining unit positions in the <br />Waste Water Treatment section of the Division of Public Works in the <br />Department of Public Service and to otherwise restate the compensation rate <br />ranges for said various adrninistr~ive and legislative personnel for the year 2008 <br />and declaring an emergency as amended. In Section 11, the legislation establishes <br />the pay ranges for the positions of Superintendent, Assistant Superintendent Plant, <br />Assistant Superintendent Collections, Collection System Foreman, Laboratory <br />Chemist, and summer/part-time help which are created in Ordinance 2008-104.. <br />In committee, Councilman Gareau made a motion to recommend approval as <br />amended. The motion was seconded by Councilman Barker and passed 3-0. <br />Amendments included removing a reference to the Fair Labor Standards Act per <br />the request of the Director of Law; in Section 11 A, the reference to Class IV <br />Superintendent was removed as there was no need for it as a superintendent can <br />be less than a Class IV; in Section 11, E and F were switched with the new E <br />reading Laboratory Chemist and the new F reading summer/part-time help. <br />Councilman Gazeau made a motion to amend Ordinance 2008-108 consistent with <br />the amendments as just stated. The motion was seconded by Councilman <br />Kearney and passed unanimously. Ordinance No. 2008-108 amended. <br />• Ordinance 2008-107, an ordinance authorizing the Director Human Resources to <br />solicit proposals for the personal services of a Third Party Administrator (TPA) to <br />process health insurance claims and including the purchase of excess insurance <br />coverage for the city health Gaze and hospitalization plans for 2009; further <br />authorizing the Mayor subject to approval of the Board of Control to enter into a <br />contract for said services and insurance, and declaring an emergency. This is a <br />yearly obligation on the part of the city to solicit proposals for the third party <br />administrator and additional coverage. In committee, Councilman Barker made a <br />motion to recommend. The motion was seconded by Councilman Kearney and <br />passed 3-0. This evening, the legislation was recommended for passage under <br />suspension of the rule. <br />7 <br />
