Council Minutes of 9/2/2008 <br /> <br />• A discussion on the engineering analysis and the year-to-date financial details was <br />presented by the Director of Finance. A detailed statement of that discussion will <br />be made at the next Council meeting. <br />Councilman Barker continued the story of the tree on his street which has been losing <br />limbs. Limb #3 fell across the street last Tuesday. Calls to the city departments were <br />made, and within 20 minutes the street and aprons of residents were being cleared. <br />Thanks to the Service Dept. for a job well done. <br />Council Member Dailey Jones reported that the Fair Housing Review Board, along with <br />the Housing Research and Advocacy Center, held a landlord training focusing on fair <br />housing laws and tenant selection for landlords. Although it was a small turnout, there <br />were a few people from North Olmsted and some people from Ashtabula. It was a good <br />night and those in the audience who were landlords or thinking about becoming landlords <br />learned quite a bit. One topic discussed was that, under the Fair Housing Law, people <br />with disabilities have the right to have reasonable modifications made to their living unit <br />per their request. This would be something like changing the interior of the unit to assist <br />them such as widening doorways or adding grab bars. However, the landlords were <br />informed that, although those reasonable modifications would obviously have to come as <br />a request from a tenant, that it is the tenant's responsibility to pay for those types of <br />modifications. The Board looks forward to having the same training session next year <br />and continues to work toward spreading fair housing information to our residents. In <br />addition, the Housing Research and Advocacy Center is having a New Strategies in Fair <br />Housing Conference on Friday, November 14, in downtown Cleveland. If anyone is <br />interested in attending that, please see contact her or go on to the website. <br />Councilman Mahoney, member of the Recreation Commission, noted that the regularly <br />scheduled meeting of August 4 was canceled due to a lack of a quorum. The next <br />scheduled meeting is Monday, September 8. <br />LEGISLATION <br />Ordinance No. 2008-104 introduced by Mayor O'Grady was given its second reading. <br />An ordinance amending the organizational chart of the Wastewater Treatment section of <br />the Division of Public Works in the Department of Public Service in order to deliver <br />services from the said division in a more efficient and economical manner, and declaring <br />an emergency, as amended. <br />Ordinance No. 2008-107 introduced by Mayor O'Grady was given its second reading. <br />An ordinance authorizing the Director of Human Resources to solicit proposals for the <br />personal services of a third party administrator (TPA) to process health insurance claims <br />and including the purchase of excess insurance coverage for the city health care & <br />hospitalization plans for 2009, and further authorizing the Mayor, subject to approval of <br />the Board of Control, to enter into a contract for said services and insurance, and <br />declaring an emergency. Councilman Gareau moved for suspension of the rule requiring <br />three readings, noting it had been reviewed in committee. The motion was seconded by <br />8 <br />- ,~ <br />
