Council Minutes of 8/19/2008 <br />suspension of the rules requiring three readings for the purpose Safety Director Dr. <br />Thomas has requested this because we have expenditures that need to be made on this <br />fund. The motion was seconded by Councilman Kearney. Roll call: Gateau, yes; <br />Kearney, yes; Orlowski, yes; Barker, yes; Jones, yes; Ryan, yes, with comment. He <br />thinks this should have gone farther and the money should have been put into the General <br />Fund and accounted for it at the end of the year. He votes yes. Roll call continued: <br />Mahoney, yes. The motion passed unanimously. Dennis Lambert, 25057 Carey Lane, <br />said he would make general comments on Ordinances 2008-92, 2008-93, and 2008-94. <br />He believes, has always believed, the General Fund is a black hole. As much money as <br />we can earmark to special things, we should. And what's been going on along the way is <br />these funds have been expanded use, expanded use, expanded use. If you expand the use <br />of the HotellMotel Tax what's going to happen is that what it was earmarked for, <br />equipment, the money won't be there for equipment. What the city notoriously does in <br />North Olmsted then is, if it wants to buy a fire truck or other safety equipment, the money <br />is borrowed. That puts us mare in debt. It's bad practice. Somebody has got to hold the <br />line on expenditures or raise more capital and come up with creative ways to get more <br />capital. But he thinks the old Harry Truman adage stands true at this time-"The buck <br />stops here." And it's time to put the foot down. He can't go along with any of these <br />three ordinances. Councilman Gateau commented the buck does stop here, and the €oot <br />has landed because the money is not going to the General Fund. It is staying within the <br />Hotel/Motei Fund. As he reported out, the money would be for the general needs of the <br />police and fire divisions, including emergency dispatch, with the exception of wages and <br />benefits. It's going to purchase equipment, which is exactly what the original purpose of <br />Hotel/Motel was. It does expand it out to include emergency dispatch. Councilman <br />Gateau moved for adoption. The motion was seconded by Councilman Kearney and <br />passed unanimously. Ordinance No. 2008-92 adopted. <br />Ordinance No. 2008-93 introduced by Mayor O'Grady was given its second reading. An <br />ordinance amending Section 1 of Ordinance No. 97-34, which established the <br />HoteUMotel Tax Fund, as previously amended by Ordinance No. 2006-113, in order to <br />further expand the purposes for which monies in the said fund may be expended, as <br />amended. Councilman Gateau moved for suspension of the rules requiring three readings <br />for the same reason as stated for Ordinance 2008-92. The motion was seconded by <br />Councilman Barker and passed unanimously. Councilman Gateau moved for adoption. <br />The motion was seconded by Councilman Barker and passed unanimously. Ordinance <br />No. 2008-93 adopted. <br />Ordinance No. 2008-94 introduced by Mayor O'Grady was given its second reading. An <br />ordinance amending Section 2 of Ordinance No. 99-107, which established the Safe <br />Traffic Oriented Policing ("STOP") program in the North Olmsted Police Department, as <br />previously amended by Ordinance No. 2004-42, in order to further expand the purposes <br />for which monies paid into the STOP Fund maybe expended, as amended. Councilman <br />Barker moved for suspension of the rule requiring three readings noting the legislation <br />had been discussed in committee, and the motion was seconded by Councilman Kearney. <br />Roll call: Barker, yes; Kearney, yes; Orlowski, yes; Jones, yes; Ryan, yes; Gateau, no; <br />Mahoney, yes.
