Council Minutes of 8/19/2008 <br />23141 Stoneybrook, said in regard to Ordinances 2008-92, 2008-93, and 2008-94, he <br />disagrees completely with Dennis Lambert. The General Fund is not a black hole. He <br />believes all funds should go into the General Fund, not earmazked for any specific <br />purpose. Council would have complete control of that with the administration. There is <br />no chance to go awry. The Council has the power, the administration has the power. <br />They should exercise that power and not hamstring themselves. It sounds like you're <br />saying: stop me before I kill again. Councilman Bazker moved for adoption, and the <br />motion was seconded by Councilman Kearney. Roll call: Bazker, yes; Kearney, yes; <br />Orlowski, yes; Jones, yes; Gazeau, no; Ryan, no, with comment. He was privileged to <br />represent the city of North Olmsted as Prosecutor. It troubled him greatly that he was <br />being paid out of the STOP funds. He sat and negotiated casts with people deciding <br />whether or not it would be dismissed or whether he would handle it, realizing in the back <br />of his mind that, if there isn't enough money in the STOP Fund, he does not get paid. <br />He does not think that's a very good way to handle things. He votes no. Roll call <br />continued: Mahoney, yes. The motion passed with five yes votes and two no votes. <br />Ordinance No. 2008-94 adopted. <br />Resolution No. 2008-97 introduced by Mayor O'Grady was given its second reading. A <br />resolution adopting the alternative tax budget of the City of North Olmsted for the fiscal <br />year beginning January 1, 2009 and submitting the same to the County Auditor and <br />declaring an emergency. Councilman Gareau moved for suspension of the rules <br />requiring three readings noting the legislation had been reviewed in committee and the <br />request of the Finance Director to submit the matter down in a timely fashion. The <br />motion was seconded by Councilman Barker and passed unanimously. Jirn Burns, 3978 <br />Dover Center, asked if this tax budget included a provision refunding the $616,000 in <br />taxpayer money that was taken in excess of that approved by the levy for the pre-198b <br />sewer debt bonds? Councilman Gazeau answered no. Councilman Gazeau moved for <br />adoption. The motion was seconded by Councilman Barker and passed unanimously. <br />Resolution No. 2008-97 adopted. <br />Ordinance No. 2008-98 introduced by Mayor O'Grady was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 200+8, as <br />amended. Councilman Gareau moved for suspension of the rule requiring three readinga <br />and noted it was reviewed in committee. The motion was seconded by Councilman <br />Kearney and passed unanimously. Councilman Gareau moved for adoption, and the <br />motion was seconded by Councilman Kearney. Roll call: Gazeau, yes; Kearney, yes; <br />Orlowski, yes; Mahoney, yes; Jones, yes; Ryan, no; Barker, yes. The motion passed with <br />six yes votes and one no vote. Ordinance No. 2008-98 adopted. <br />Resolution No. 2008-99 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to solicit bids for the purchase of <br />eight thousand (8,000) tons of rock salt for ice and snow removal per specifications on <br />file in his office, and authorizing the Mayor to enter into a contract for said purchase <br />subject to approval by the Board of Control, and declaring an emergency as amended. <br />Council Member Dailey Tones moved for suspension of the rule requiring three readings <br />19 <br />
