Council Minutes of 5/20!2008 <br />was seconded by Councilman Kearney and passed unanimously. Resolution No. 2008-66 <br />adopted. <br />Ordinance No. 2008-67 introduced by Mayor O'Grady was given its second reading. An <br />ordinance repealing Ordinance No. 2003-25, codified at Sections 139.12 and 141.08 of <br />the North Olmsted Codified Ordinances, which requires the Directors of Public Safety <br />and Public Service to attend all regular meetings of the City Council. <br />Ordinance No. 2008-68 introduced by Mayor O'Grady was given its second reading. An <br />ordinance repealing Section 141.09 of the North Olmsted Codified Ordinances, which <br />established an administrative motor vehicle pool to determine and allocate the use of city <br />vehicles assigned to the Mayor and the Directors. <br />Resolution No. 2008-76 introduced by Council Member Dailey Jones and Councilman <br />Barker was given its second reading. A resolution in support of the efforts of the Ohio <br />General Assembly to reform payday lending in the State of Ohio, and declaring an <br />emergency. Council Member Dailey Jones moved for suspension of the rule requiring <br />three readings noting the legislation hard been reviewed in committee. The motion was <br />seconded by Councilman Mahoney. Roll call: Jones, yes; Mahoney, yes; Barker, yes <br />with comment that during caucus it was discussed that all of Council and the Mayor were <br />to be included as sponsors. (It was agreed that took place, and the legislation will show <br />the change in sponsorship.) Roll call continued: Orlowski, yes; Gareau, yes with <br />comment that he believes this has been passed in the Senate and the House and is being <br />reconciled and sent to the Governor. Roll call continued: Ryan, yes; Kearney, yes. The <br />motion passed unanimously. Council Member Dailey Jones moved for adoption. The <br />motion was seconded by Councilman Barker and passed unanimously. Resolution No. <br />2008-76 adopted. <br />Resolution No. 2008-77 was introduced and placed on first reading by Mayor O'Grady <br />on behalf of himself and the entire City Council. A resolution in support of the Great <br />Lakes compact and declaring an emergency. Councilman Ryan moved for suspension of <br />the rules requiring three readings and committee review. The motion was seconded by <br />Councilman Mahoney and passed unanimously. Dennis Lambert, 25057 Carey Lane, <br />said this has not gone to committee, but it's an important piece of legislation. He noted <br />that Mr. Grendell, who is the main obstructionist to this going through in the State of <br />Ohio, had told him in the past that he made his living suing cities. Mr. Grendell has since <br />been fighting for "the private property owners and their right to propert}~' and has made <br />that an issue in obstructing this compact with the other states. Fact of the matter is, water <br />is not a property. It's aGod-given resource. In perhaps passing this, we will suddenly <br />become enlightened as to what is property and what is a resource. After that, maybe we <br />can start to address the oil issue as well because that is a resource and it is God-given to <br />us. There are some people who believe it is an opportunity to profit from average people, <br />and water is another issue. Councilman Ryan moved for adoption. The motion was <br />seconded by Councilman Mahoney and passed unanimously. Resolution No. 2008-77 <br />adopted. <br />16 <br /> <br />
