Council Minutes of 3/5/2008 <br />Law Director Dubelko: 1) Litigation-the Law Dept. received a notice from the IAFF to <br />arbitrate a grievance involving the use of comp time in the city's Fire Dept. <br />2) Prosecutor Mike Gordillo's report: 247 cases in February; 103 were General Offenses <br />cases, and 144 traffic cases. One trial and one conviction. <br />3) Carole Heyward has been working on the real property maintenance initiative. On <br />first reading tonight is Ordinance 2008-44 which is part of the efforts she has been <br />making in this area to reform our Real Property Maintenance Code to expedite <br />procedures, elevate some penalties, and update the code. <br />4) The Law Dept. webpage is up again. In this effort, the department had a lot of good <br />help from Mark Urbanowicz and Human Resources Director Cheryl Farver. <br />5) Reviewed, made revisions, and approved three significant contracts involving the <br />Service Department: the Bowen outside engineer's contract; the ATS Engineers contract <br />for the work to be done at the WWTP; the HNTB contract for the water study. All three <br />have been fully executed. <br />6) Regarding Council's questions about the resurfacing of the east end of Lorain Road <br />and the issues that were discussed in committee, those issues have gone back into the <br />Law Dept. for review. The department has worked on review of the law, but there is still <br />some additional information needed from the Service and Engineering departments in <br />order to complete the analysis. Once the information is completed, the administration <br />will be advised as to whether or not there is a claim and whether or not it should be <br />pursued. <br />Councilman Barker noted, with regard to property maintenance, he had recently attended <br />a court proceeding for a residence that he had initiated a complaint for back in July. The <br />case has been continued for another 30 days. After speaking with Asst. Law Director <br />Heyward, he understands the continuance and is looking forward to seeing this through to <br />conclusion. Law Director Dubelko said the next hearing would be March 11, and he <br />appreciates Mr. Barker's support in attending the hearings and backing up the complaints <br />in his neighborhood. <br />Councilman Gareau asked the Mayor if ODOT or the County Engineer had responded to <br />the request for review of the work on Lorain Road. Mayor O'Grady said he had not <br />received any notification, and Service Director Limpert said the City Engineer has had <br />some conversations but there was nothing to report. <br />Finance Director Copfer: 1) She presented the "Finance 101" class to Council on <br />Monday, February 25. Hopefully, everyone found it helpful and will continue to use the <br />book as a reference, especially during the appropriations meetings. <br />2) She and Cheryl Farver negotiated with AFSCME Service on February 27. AFSCME <br />Clerical/Tech was scheduled on February 20, but the session was canceled due to the <br />illness of a member of the union bargaining team. <br />3} She has participated in several Rec plan meetings in the last two weeks as well with <br />the Mayor, the Law Director, John Dailey and Kim Wenger. <br />4) She is working on getting all the infornation needed to be placed in the budget books <br />for Council's use during the budget hearings. <br />3 <br />
