Council Minutes of 3/5/2008 <br />President Kennedy reported on the Committee-of--the-Whole: 1) The committee met on <br />February 26, 2008 in the caucus room at 7:30 p.m. Present were all of Council, the <br />Mayor, Law Director, Finance Director, Service Director, and Human Resources <br />Director. Four subjects on the agenda were: non-bargaining salary ranges; good <br />government initiatives; legislation to be tabled; membership to the National League of <br />Cities, which is approximately $3,100. The following was discussed: <br />• Legislation to be tabled. Council had a short discussion on what legislation <br />needed to be tabled. Legislation to be tabled is on today's agenda. <br />• Membership to the National League of Cities. Mayor O'Grady said he wanted to <br />concentrate on the United States Conference of Mayors and that Council maybe <br />should pick up the National League of Cities. While it's a great organization and <br />everyone on Council had nothing but good things to say about it, Council agreed <br />to discuss it in terms of the budget and to see where that might fit in or perhaps <br />not fit in. <br />• Non-bargaining salary ranges. Director Farver had already been working on this, <br />and most of her proposed changes were related to changing the lower end of the <br />range and raising it up to reflect what the administration would consider to be <br />more in line really with the market value. The only exception being the Chief <br />Inspector whose high range would go from $60,000 to $73,000. Mr. Gareau also <br />pointed out that they already have people currently working for the city whose <br />salaries exceed the current high range for their positions. That will be further <br />discussed in Mr. Gareau's Finance Committee. <br />• Good government initiatives with regard to the Council President position. <br />Several suggestions were brought up by the Law Director. There were five areas <br />discussed: First, having the Council President do the committee assignments. <br />Second, the Council President being in charge of the Clerk of Council--currently <br />the supervisor is the Finance chairperson. Third, coordinating information <br />coming out of committees. Fourth, the President of Council being more of a <br />conduit between the Mayor's office and Council. Fifth, President of Council to <br />be able to sponsor legislation. A healthy discussion was had, and the next step <br />would be for a Council member or members to introduce legislation. The <br />Committee-of--the-Whole was adjourned at 8 p.m. <br />Councilman Gareau, chairperson of the Finance Committee: 1) The committee met on <br />February 26, 2008 at 7:15 p.m. and ended at 7:20 p.m. Present were committee members <br />Gareau, Kearney and Barker; Council President Kennedy, Councilman Ryan, <br />Councilwoman Jones, Councilman Orlowski, Councilman Mahoney; the Mayor, Law <br />Director, Finance Director, and Service Director. Resolution 2008-38, a resolution <br />authorizing the Mayor to enter into an agreement with Senior Transportation Connection <br />(STC) for the provision of motor fuels used in the operation of transit bus services, was <br />discussed. This entity operates in conjunction with North Olmsted Commission on <br />Paratransit. They provide community-based transportation services for the elderly and <br />persons who may experience some handicap or disability. This is throughout <br />southwestern Cuyahoga County. The agreement, as they have been doing in the past, is <br />to buy their fuel from the City of North Olmsted. We would provide fuel in much the <br />4 <br />
