It should be subjected to the <br />same process we use for every single contractor in the City of North Olmsted: submit an <br />RFP, and the contract is awarded. He sees no reason why we should go on in perpetuity <br />with one entity merely because we have in the past. It's a healthy process, and it's one <br />that we've established. And it's one that he thinks in the future we should continue to <br />implement and subject all contractors to. It may well be that the explanation the Director <br />of Finance has offered as to why she uses these two entities is reason enough to hire <br />them. But we have a process for that. W shouldn't move away from the process just to <br />continue to use the same entities we've used before. Ordinance No. 2008-13 adopted. <br />Ordinance No. 2008-14 introduced by Mayor O'Grady was given its third reading. An <br />ordinance providing for the issuance and sale of $100,000 of notes, in anticipation of the <br />issuance of bonds, for the purpose of acquiring and installing telecommunications <br />equipment and related software and appurtenances, and declaring an emergency. <br />Councilman Gareau moved for adoption, and the motion was seconded by Councilman <br />Barker. Roll call: Gareau, no, and that his comments from Ordinance 2008-13 are <br />incorporated. Roll call continued: Barker, yes; Kearney, yes; Orlowski, yes; Jones, yes; <br />Mahoney, yes; Ryan, yes. The motion passed with six yes votes and one no vote. <br />Ordinance No. 2008-14 adopted. <br />Ordinance No. 2008-15 introduced by Mayor O'Grady was given its third reading. An <br />ordinance providing for the issuance and sale of $1,000,000 of notes, in anticipation of <br />the issuance of bonds, for the purpose of improving certain designated streets in the city <br />by preparing the surface and resurfacing with asphaltic concrete, together with the <br />necessary appurtenances and work incidental thereto. Councilman Gareau moved for <br />adoption, and the motion was seconded by Council Member Jones. Roll call: Gareau, <br />no, with comment. In addition to the comments made with respect to Ordinances 2008- <br />13 and 2008-14, he would further add the same applies to Ordinance 2008-15. The <br />streets need to be repaired. He would prefer to see it handled in a different ordinance <br />process than the one we have here. That is why his vote is no. Roll call continued: <br />Jones, yes; Mahoney, yes; Barker, yes, with comment. An <br />ordinance amending section 931.10 (Grade Deposits for Commercial Developments) of <br />chapter 931 of the North Olmsted Streets, Utilities and Public Services Code in order to <br />increase engineering and inspection fees, and establish a new method for calculating <br />grade deposit amounts, for commercial developments. <br />Resolution No. 2008-21 introduced by Mayor O'Grady on behalf of himself and the <br />entire City Council was given its second reading.
