Council Minutes of 2/19/2008 <br />Historical Society for approval of an Ohio historical designation marker for the Joseph <br />Peake Farm; and providing authority for the installation of such marker within the city <br />right of way; and declaring an emergency. Councilman Mahoney moved for suspension <br />of the rule requiring three readings and indicated his reason was February is black history <br />month and it would be appropriate for Council to adopt the legislation. The motion was <br />seconded by Councilman Kearney and passed unanimously. Councilman Mahoney <br />moved for adoption. The motion was seconded by Councilman Kearney and passed <br />unanimously. Resolution No. 2008-21 adopted. <br />Resolution No. 2008-27 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for asphalt <br />resurfacing on concrete streets and asphalt recycling on asphalt streets along with related <br />catch basin, manhole, sidewalk and curbing repairs at various locations in the City of <br />North Olmsted as detailed in the specifications on file, further authorizing the Mayor to <br />enter into a contract with the lowest and best bidder for said repairs, and declaring an <br />emergency, as amended. Council Member Dailey Jones moved for suspension of the rule <br />requiring three readings and noted the sooner the city can advertise for this, the best bid <br />package will come back to the city. The motion was seconded by Councilman Mahoney <br />and passed unanimously. Council Member Dailey Jones moved for adoption, and the <br />motion was seconded by Councilman Mahoney. Roll call: Jones, yes; Mahoney, yes; <br />Kearney, yes; Ryan, yes, with comment that he thinks the city should do everything <br />possible to start working on our infrastructure. His two previous votes of no as to <br />financing that was used is his total disagreement of the method being used for financing. <br />This City Council has chosen to go forward ~~~ith that financing. He is in total agreement <br />it must be spent on the infrastructure-that is why he votes yes. Roll call continued: <br />Gareau, yes; Barker, yes, with comment. He made comments regarding his vote on <br />Ordinance 2008-15, and those comments should have been directed to this resolution. He <br />apologizes for that mistake. Roll call continued: Orlowski, yes. The motion <br />unanimously. Resolution No. 2008-27 adopted. <br />Ordinance No. 2008-30 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North. Olmsted for the year ending December 31, 2008. <br />Councilman Gareau moved for suspension of the rules requiring three readings and <br />committee review noting we need time to pass the legislation to give Whitmer time to <br />fabricate and install the filtration system for the pool and have it up and running in time <br />for the season. The motion was seconded by Councilman Barker and passed <br />unanimously. Councilman Gareau moved for adoption. The motion was seconded by <br />Councilman Barker and passed unanimously. Ordinance No. 2008-30 adopted. <br />Resolution No. 2008-31 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution accepting a donation of field restoration services from the North Olmsted <br />Hot Stove League for Diamonds 1 and 2 at North Olmsted Clague Park, and waiving <br />field prep fees and permit fees for the North Olmsted Hot Stove League for the year <br />2008, and declaring an emergency.
