He will continue <br />to raise this issue if he has to at every meeting from here on until he leaves. Roll call <br />continued: Kearney, yes; Ryan, yes, with comment. Somebody within the city should <br />have the engineering expertise to look at something like this, maybe on a daily basis and <br />maybe it wouldn't have happened. It would have been nice to have a City Engineer who <br />would have taken the time and effort to go out there and look at it. Roll call continued: <br />Mahoney, yes; Orlowski, yes, with comment. He would like information regarding the <br />approval of work performed and who signed off for work performed, and the date when <br />the work was accepted as satisfactory if in fact it has been accepted as work satisfactorily <br />performed. The work he is referring to is the resurfacing of Lorain Road from <br />Canterbury Road to the eastern city corporation line. He is requesting Council, after <br />resolution of all inquiries, to consider a prompt repair of the roadway and subsurface to <br />protect the integrity of the roadway against further future deterioration and increased <br />future costs. Roll call continued: Jones, yes; Barker, yes, with comment. He suggested <br />legal action in the committee meetings. He is suggesting that now. The motion passed <br />unanimously. Resolution No. 2008-3 adopted. <br />Resolution No. 2008-7 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Mayor to enter into various agreements with Great America <br />Leasing Corporation for the placement and service of a new postage application machine <br />for the various city departments' mail. Councilman Gareau moved for adoption. The <br />motion was seconded by Councilman Barker and passed unanimously. Resolution No. <br />2008-7 adopted. <br />Ordinance No. 2008-13 introduced by Mayor O'Grady was given its third reading. An <br />ordinance providing for the issuance and sale of $1,270,000 of notes, in anticipation of <br />the issuance of bonds, for the purpose of improving certain designated streets in the city, <br />in cooperation with the Director of Transportation of the State of Ohio and Cuyahoga <br />County and otherwise, by grading, draining, constructing, reconstructing and <br />rehabilitating the pavement base, curbs a~ld sidewalks and adjusting, rehabilitating and <br />reconstructing catch basins, manholes and water valve boxes, where necessary, preparing <br />the surface and surfacing and resurfacing, in each case together with the necessary <br />appurtenances and work incidental thereto, and declaring an emergency. Councilman <br />Gareau moved for adoption, and the motion was seconded by Council Member Dailey <br />Jones. Roll call: Gareau, no, with comment. He votes no on Ordinance 2008-13 for the <br />following reason: In December of this year, during the discussion of the RFP process we <br />were implementing, he specifically noted that he had concerns about taking our <br />borrowing and including within our borrowing authorization to enter into contracts with <br />bond counsel and our investment advisor. At that point, he commented he would prefer <br />to see the ordinances handled in a separate way if possible. In other words, don't include <br />the borrowing with the hiring of a law firm and the investment advisor. When the <br />ordinances came forward, they did not do that. He knows for a fact that we've used the <br />same counsel for probably the better part of forty years, and never once have we asked <br />are we going to put that through the RFP process. The same thing goes with our <br />investment advisor. He is not suggesting there is anything wrong with who we use for <br />either of those services through Sduire, Sanders & Dempsey or through NatCity. But <br />9 <br />
