.~~ <br />' :~~ <br />Council Minutes of 2/5/2008 <br />Resolution No. 2008-1 introduced by Councilman Orlowski was given its third reading. <br />A resolution authorizing the Director of Community Life Services to make application to <br />the Ohio Historical Society for an Ohio Historical Markers Program Grant, and for the <br />Mayor to accept the grant if awarded and to accept any other donations made from any <br />other persons and/or organizations, all for the purpose of placing a historical marker at <br />Springvale Golf Course, commemorating the air flights and crash of James H. "Jimmie" <br />Doolittle over Springvale in 1929 and 1932. Councilman Orlowski, noting the request of <br />the Landmarks Commission chairperson, moved to table the legislation and also noted <br />this issue will be addressed in the future. The motion was seconded by Councilman Ryan <br />and passed unanimously. Resolution No. 2008-1 tabled. <br />Resolution No. 2008-2 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for a one year <br />contract (with an additional automatic one year extension) for laboratory analytical <br />services for the Wastewater Treatment Plant, as per specifications on file in his office, <br />and authorizing the Mayor, subject to approval by the Board of Control, to enter into a <br />contract for same with the lowest and best bidder, and declaring an emergency. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Orlowski and passed unanimously. Resolution No. 2008-2 adopted. <br />Resolution No. 2008-5 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Mayor to enter into an agreement with the North Olmsted City <br />School District for the providing of fuel and road salt to the school district, and declaring <br />an emergency. Councilman Gareau moved for adoption. The motion was seconded by <br />Councilman Kearney and passed unanimously. Resolution No. 2008-5 adopted. <br />Ordinance No. 2008-9 introduced by Mayor O'Grady was given its third reading. An <br />ordinance dispensing with a formal RFP process and authorizing the Mayor to enter into <br />a contract with ATS Engineering, Inc. to provide engineering design and other related <br />professional services to the City of North Olmsted in connection with proposed <br />improvements to the Wastewater Treatment Plant and collections system, and declaring <br />an emergency. Councilman Gareau moved for adoption, and the motion was seconded <br />by Councilman Barker. Roll call: Gareau, yes; Barker, yes; Jones, yes; Ryan, yes; <br />Mahoney, yes; Kearney, yes; Orlowski, no. The motion passed with six yes votes and <br />one no vote. Ordinance No. 2008-9 adopted. <br />Ordinance No. 2007-156 introduced by Mayor O'Grady was given its second reading. <br />An ordinance amending the organizational charts of the Engineering and Building <br />Divisions of the city in order to deliver services from each division in a more efficient <br />and economical manner as amended. Councilman Gareau moved for suspension of the <br />rule requiring three readings and noted the legislation had been reviewed in committee, <br />and the motion was seconded by Councilman Barker. Roll call: Gareau, yes; Barker, <br />yes; Kearney, no; Jones, yes; Orlowski, no; Mahoney, yes; Ryan, no. The motion did not <br />receive atwo-thirds majority and failed with four yes votes and three no votes. <br />10 <br />
