There will be a <br />permanent budget put in place by the end of March. Mr. Smith expressed the opinion <br />that a reason should be given for any legislation being passed under suspension. <br />President Kennedy explained that, during the caucus meeting before the Council meeting, <br />the requests for suspension are discussed. Councilman Barker moved for adoption. The <br />motion was seconded by Councilman Mahoney and passed unanimously. Ordinance No. <br />2008-22 adopted. <br />Ordinance No. 2008-23 was introduced and placed on first reading by Mayor O'Grady on <br />behalf of himself and Councilman Ryan. A resolution endorsing the adoption of and <br />adherence to fair employment practices in Northern Ireland, known as The MacBride <br />Principles, as well as in relation to the procurement and investment activities of The City <br />of North Olmsted. (Councilman Ryan asked to join the Mayor as a sponsor.) <br />Resolution No. 2008-24 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution extending the city's contract with Johnson, Miller & Schmitz {formerly <br />Johnson & Colaluca) in order that it may continue to serve as the city's labor negotiator <br />for the various collective bargaining agreements that expired in 2006 and 2007, and <br />declaring an emergency. The Mayor asked Council to consider suspension of the rules <br />because labor negotiations have run beyond their regulaz period and we need to continue <br />to have Mr. Johnson work for us. Councilman Gareau moved for suspension of the rules <br />requiring three readings and committee review, and the motion was seconded by <br />Councilman Kearney. Roll call: Gareau, yes; Kearney, yes; Orlowski, yes; Bazker, yes; <br />Jones, yes; Mahoney, yes; Ryan, no. The motion passed with six yes votes and one no <br />vote. Councilman Gazeau moved for adoption, and the motion was seconded by <br />Councilman Kearney. Roll call: Gareau, yes; Kearney, yes; Ryan, no, with comment. <br />He has always felt in the past, and he will always in the future, that he is going to vote his <br />conscience. If he feels something is wrong, he must vote no. Roll call: Bazker, yes; <br />Jones, yes; Orlowski, no; Mahoney, yes. The motion passed with five yes votes and two <br />no votes. Resolution No. 2008-24 adopted. <br />Resolution No. 2008-25 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor of the City of North Olmsted to enter into a sublease <br />agreement with Cleveland Communications, Inc., providing for the city's occupation and <br />use of the radio communications tower located on the rooftop of the Westbury Tower <br />apartment building, and declaring an emergency. The Mayor requested suspension of the <br />rules on Resolution Nos. 2008-25 and 2008-26 due to the timeliness issue. Councilman <br />Barker moved for suspension of the rules requiring three readings and committee review. <br />The motion was seconded by Councilman Mahoney and passed unanimously. <br />Councilman Barker moved for adoption.
