Council Minutes of 2/5/2008 <br />readings and committee review. The motion was seconded by Councilman Barker and <br />passed unanimously. Councilman Mahoney moved for adoption. Resolution No. 2008-26 <br />adopted. <br />Resolution No. 2008-27 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Public Service to advertise for bids for asphalt <br />resurfacing on concrete streets and asphalt recycling on asphalt streets along with related <br />catch basin, manhole, sidewalk and curbing repairs at various locations in the City of <br />North Olmsted as detailed in the specifications on file, further authorizing the Mayor to <br />enter into a contract with the lowest and best bidder for said repairs. <br />Resolution No. 2008-28 was introduced and placed on first reading by Mayor O'Grady <br />on behalf of himself and all of Council. A resolution in support of Issue 15 to keep <br />Health and Human Services fully funded for Cuyahoga County and declaring an <br />emergency. The Mayor requested suspension of the rules due to a timeliness issue. <br />Councilman Ryan moved for suspension of the rules requiring three readings and <br />committee review. The motion was seconded by Councilman Kearney and passed <br />unanimously. Don Pangrac, 23470 Sharon Drive, said he is certainly not against health <br />and human services for the County. However, his concern stretches beyond that to the <br />way the County Commissioners are running this County due to the fact that they have <br />lost over $50 million on the building at Ninth Street; they have lost $20 million on the <br />voting machines. They passed a quarter percent sales tax for the health mart. His <br />concern is giving them additional funds when they are very poor stewards of what they <br />have already received. Councilman Ryan moved for adoption, and the motion was <br />seconded by Councilman Kearney. Roll call: Ryan, yes, with comment that he thinks the <br />administration and Council are together on this that those who are less fortunate, those at <br />the lower end of the spectrum in our County, really need our help and assistance. He is <br />glad to see the Mayor step forward and put this together and compliments him for that. <br />Roll call continued: Kearney, yes; Barker, yes; Jones, yes; Orlowski, yes; Mahoney, yes; <br />Gareau, yes. The motion passed unanimously. Resolution No. 2008-28 adopted. <br />Mayor O'Grady expressed his thanks to all of Council. Passed this evening were some <br />very important pieces of legislation that are going to create a path for the organization of <br />our city government into the future. He knows that change is difficult; he knows that it is <br />threatening. But he wants to thank Council for their insight and for their support. It is <br />the direction fiscally that we have to go. We have to do more with less. We have to <br />become more efficient. We've started that process. Special thanks to Councilman Ryan <br />who moved for the reconsideration. That was needed and appreciated. <br />Councilman Barker asked for a point of order and asked the Law Director what would <br />happen with Resolution 2008-12, which was passed at the special Council meeting, now <br />that Resolution 2007-157 had passed this evening. Law Director Dubelko answered that <br />would be coordinated in the administration, and the first contract would be terminated. If <br />they need to come back to Council, they will. <br />14 <br />
