The committee heard from the Community Life Services <br />Director, the resolution sponsor Mr. Orlowski, the Mayor and guests. After <br />discussion, the committee unanimously recommended approval to Council. <br />• Resolution 2008-4, a resolution sponsored by Mayor O'Grady, authorizing the <br />Director of Community Life Services to make application to the Ohio Dept. of <br />Natural Resources for a Natures Work Grant for the purpose of providing partial <br />funding for certain local parks and recreational improvements and further <br />authorizing the use of matching city funds for those improvements. The <br />committee heard from the Community Life Services Director and the <br />administration on this matter. After a brief discussion amongst the members, the <br />committee unanimously recommended approval to Council. <br />Mayor O'Grady requested that City Council consider passing Resolution 2008-4 on <br />suspension as the application must be filed by February 1. Council President Kennedy <br />inquired if there were any objections to the suspension, and there were none. <br />AUDIENCE PARTICIPATION <br />1) Dennis Lambert, 25057 Carey Lane. Welcomed the new Council members. Mr. <br />Lambert expressed his concern with the Mayor's bio which is on the city website; and he <br />said it has nothing to do with current events in the city, nothing to do with upcoming <br />events in city, and nothing to do with city issues. He feels this is personal use of city <br />property and is a campaign piece which belongs on a personal website. He asked the <br />Law Director to look at it, and he provided a copy for distribution to Council. This is a <br />serious breach of the public trust as far as he is concerned. <br />Mayor O'Grady disagreed with Mr. Lambert's opinion and said nothing is being done <br />differently than any other community. Citizens deserve to know who the Mayor is and <br />his qualifications and experience. Law Director Dubelko said he would look at it; but, <br />on the surface, he thinks its very common for public officials to have their bins on the <br />website. <br />LEGISLATION <br />Ordinance No. 2007-68 introduced by Mayor O'Grady was given its second reading. An <br />ordinance creating new Chapter 112 of the Administrative Code entitled "Personal <br />Service Contracts," in order to establish new procedures for soliciting qualifications and <br />requesting proposals in connection with personal service contracts, and repealing <br />Sections 111.03 et seq. of Chapter 111 of the Administrative Code. <br />Ordinance No. 2007-72 introduced by Mayor O'Grady on behalf of himself and Council <br />Members Barker and Jones was given its second reading as amended. An ordinance <br />amending Sections 721.01, 721.03 and 721.09, and creating new Section 721.031 of <br />Chapter 721 of the Business Regulation Code (Peddlers, Solicitors and Canvassers) in <br />10 <br />
