Council Minutes of 1/15/2008 <br />Councilmen Barker and Orlowski; Law Director, Service Director and City Engineer. <br />The committee discussed Resolution 2008-3, sponsored by Councilman Gareau, a <br />resolution urging the Cuyahoga County Engineer and the Director of the Ohio <br />Department of Transportation to inspect Lorain Road, State Route 10, from Canterbury <br />Road to the city's east corporation line in order to determine whether the 2006 <br />resurfacing of Lorain Road, which is badly cracking, by a State of Ohio contractor was <br />performed in accordance with the ODOT bid specifications and all other ODOT roadway <br />and other requirements and standards; and declaring an emergency. The Service Director <br />and City Engineer were working with our Law Director to come to a determination if this <br />project was not completed properly. The administration told the committee that they <br />would report back as to their findings. The committee unanimously voted to hold the <br />legislation in committee pending more information from the administration. The meeting <br />ended at 8:11 p.m. An update on the legislation will be given to the committee on <br />Tuesday, January 29, at 6:45 p.m. Also at that time, the committee will be presented with <br />the 2007 street survey and an update on the Stearns Road construction. <br />Councilman Kearney, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met at 8:15 p.m. on Tuesday, January 8. Present were committee <br />members Orlowski, Mahoney and Kearney; President Kennedy and Council Members <br />Barker and Jones; Law Director Dubelko and Safety Director Thomas. Agenda items: <br />• Ordinance 2007-72, the "Do Not Knock Registry," was discussed. Mr. Dubelko <br />explained amendments to the ordinance, and the pros and cons were discussed. <br />The committee unanimously recommended approval to Council. <br />• A liquor license transfer at 2S78S Lorain Road, Smokey Bones Barbecue. <br />Ownership of the restaurant is being transferred from GMRI to Barbecue <br />Integrated Inc. The Police Dept. noted that the restaurant had caused no trouble in <br />the past. The transfer was recommended by committee 3-0. Councilman Kearney <br />moved that Council have no objection to the liquor transfer at Smokey Bones <br />Barbecue. The motion was seconded by Councilman Orlowski and passed <br />unanimously. <br />• As recommended by the Law Director, Councilman Kearney made a motion to <br />amend 2007-72 in accordance with the committee's recommendations and the <br />additional recommendations that came out of IT, all as set forth in the <br />revised amended drafted ordinance that Council had received. The motion was <br />seconded by Councilman Gareau and passed unanimously. <br />Councilman Mahoney, chairperson of the Recreation, Public Parks & Buildings <br />Committee: 1) The committee met this evening, January 1 S, 2008, at 7 p.m. Present <br />were chairman Mahoney and committee member Jones; President Kennedy, Councilmen <br />Gareau, Kearney, Barker and Orlowski; the Mayor, Community Life Services Director; <br />Planning Director; guests. Agenda items: <br />• Resolution 2008-1, a resolution authorizing the Director of Community Life <br />Services to make application to the Ohio Historical Society for a marker, the <br />purpose of which would be to commemorate at Springvale Golf Course the air <br />9 <br />
