Council Minutes of 1/15/2008 Councilmen Barker and Orlowski; Law Director, Service Director and City Engineer. The committee discussed Resolution 2008-3, sponsored by Councilman Gareau, a resolution urging the Cuyahoga County Engineer and the Director of the Ohio Department of Transportation to inspect Lorain Road, State Route 10, from Canterbury Road to the city's east corporation line in order to determine whether the 2006 resurfacing of Lorain Road, which is badly cracking, by a State of Ohio contractor was performed in accordance with the ODOT bid specifications and all other ODOT roadway and other requirements and standards; and declaring an emergency. The Service Director and City Engineer were working with our Law Director to come to a determination if this project was not completed properly. The administration told the committee that they would report back as to their findings. The committee unanimously voted to hold the legislation in committee pending more information from the administration. The meeting ended at 8:11 p.m. An update on the legislation will be given to the committee on Tuesday, January 29, at 6:45 p.m. Also at that time, the committee will be presented with the 2007 street survey and an update on the Stearns Road construction. Councilman Kearney, chairperson of the Public Safety, Health & Welfare Committee: 1) The committee met at 8:15 p.m. on Tuesday, January 8. Present were committee members Orlowski, Mahoney and Kearney; President Kennedy and Council Members Barker and Jones; Law Director Dubelko and Safety Director Thomas. Agenda items: • Ordinance 2007-72, the "Do Not Knock Registry," was discussed. Mr. Dubelko explained amendments to the ordinance, and the pros and cons were discussed. The committee unanimously recommended approval to Council. • A liquor license transfer at 2S78S Lorain Road, Smokey Bones Barbecue. Ownership of the restaurant is being transferred from GMRI to Barbecue Integrated Inc. The Police Dept. noted that the restaurant had caused no trouble in the past. The transfer was recommended by committee 3-0. Councilman Kearney moved that Council have no objection to the liquor transfer at Smokey Bones Barbecue. The motion was seconded by Councilman Orlowski and passed unanimously. • As recommended by the Law Director, Councilman Kearney made a motion to amend 2007-72 in accordance with the committee's recommendations and the additional recommendations that came out of IT, all as set forth in the revised amended drafted ordinance that Council had received. The motion was seconded by Councilman Gareau and passed unanimously. Councilman Mahoney, chairperson of the Recreation, Public Parks & Buildings Committee: 1) The committee met this evening, January 1 S, 2008, at 7 p.m. Present were chairman Mahoney and committee member Jones; President Kennedy, Councilmen Gareau, Kearney, Barker and Orlowski; the Mayor, Community Life Services Director; Planning Director; guests. Agenda items: • Resolution 2008-1, a resolution authorizing the Director of Community Life Services to make application to the Ohio Historical Society for a marker, the purpose of which would be to commemorate at Springvale Golf Course the air 9
