Q <br />Council Minutes of 1/15/2008 <br /> <br />Councilman Orlowski, chairperson of the Environmental Control Committee: 1) The <br />committee met on Tuesday, January 8, at approximately 8:30 p.m. In attendance were <br />committee members Barker and Orlowski; Council Members Jones, Kearney and <br />Mahoney; the Service Director and guests. Discussed was Resolution 2008-2, a <br />resolution authorizing the Director of Public Service to advertise for bids for a one year <br />contract (with an additional automatic one year extension) for laboratory analytical <br />services for the Wastewater Treatment Plant, as per specifications on file in his office, <br />and authorizing the Mayor, subject to approval by the Board of Control, to enter into a <br />contract for same with the lowest and best bidder, and declaring an emergency. This is <br />on-going laboratory services for the WWTP and is centered on testing for heavy metals <br />and certain other items. The city does not possess the equipment to perform these tests <br />in-house and certain regulatory requirements demand the testing be performed by outside <br />sources. Testing is performed at several locations. Previously there have been two to <br />three bidders on each contract. The committee unanimously recommended approval by <br />all of Council. <br />Councilman Orlowski, member of the Intra-Governmental Relations Committee: 1) The <br />Intra-Governmental Relations Committee met on Thursday, January 10, 2008 at <br />approximately 6:30 p.m. In attendance were committee members Gareau and Orlowski; <br />Council Member Mahoney and Council President Kennedy; guests. Councilman <br />Orlowski, vice-chairman of the Intra-Governmental Committee, conducted the meeting <br />due to health problems of the chairman which precluded him from attending. Resumes of <br />mayoral appointments to boards and commissions were reviewed, and prospective <br />appointees were interviewed by the committee members and Council Members. The <br />committee unanimously recommended approval of all the appointees by all of Council. <br />Councilman Orlowski moved to approve the following appointments: <br />• Board of Building Code Appeals, Daniel Jarachovic, 1/1/08 through 12/31/12 <br />• Board of Zoning Appeals, Jennifer L. Rudolph, 1/1/06 through 12/31/10 <br />• Board of Zoning Appeals, Laura Bellido, 1/1/08 through 12/31/12 <br />• Cultural Activities Commission, Timothy A. Ulewicz, 1/1/OS through 12/31/09 <br />• Recreation Commission, Julianne Nader, 1/1/06 through 12/31/10 <br />• Community Life Services Advisory Board, James R. McKee, 1/1/04 through <br />12/31/08 <br />• Community Life Services Advisory Board, Linda Schuler, 1/1/04 through <br />12/31 /08 <br />• Fair Housing Review Board, George Diamantis, 1/1/07 through 12/31/10 <br />• Planning & Design Commission, reappointment of Ralph Bohlmann, 1/1/OS <br />through 12/31 / 10 <br />The motion was seconded by Councilman Barker and passed unanimously. President <br />Kennedy congratulated the appointees who were in the audience and asked them to stand <br />and be recognized. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) The Streets & Transportation Committee met on January 8 at 7:45 p.m. Present were <br />committee members Kearney, Mahoney and Jones; Council President Kennedy, <br />
