Council Minutes of 1/15/2008 <br />~` <br />.,, <br />• Resolution 2007-154, a resolution approving the award of a job creation <br />grant to Advanstar Communications Inc.; further authorizing the Mayor to <br />enter into a grant agreement; and declaring an emergency. Advanstar <br />Communications brought its 170 jobs and $10 million payroll to North <br />Olmsted this past autumn. There may be an additional 40 jobs added. The <br />city, the administration, and the Planning Director should be congratulated <br />on a job well done in securing these types of jobs that some people have <br />suggested were needed and had criticized the administration for not <br />securing. In 2001, there is an anticipated payroll of $13.4 million and a <br />potential 210 jobs. This is a 10 year lease with 5 years of a tax credit <br />which will average 30% a year. This is front loaded with a higher rebate <br />in the first years than the last two years. It should be noted that the <br />ordinance which was passed a while ago authorizing and creating this <br />rebate program was essential to securing their presence. After discussion, <br />the committee unanimously recommended approval by Council. <br />Suspension was requested. <br />• Resolution 2008-5, a resolution authorizing the Mayor to enter into an <br />agreement with the North Olmsted City School District for the providing <br />of fuel and road salt to the school district and declaring an emergency. In <br />the past, the schools paid a premium of 10 cents per gallon to cover any <br />additional costs that might be incurred. This issue was brought up almost <br />10 years ago; however, it was never formalized. The money is between <br />$6,900 and $5,000 per year. They used $185,000 of fuel last year. The <br />salt is sold on a cost basis directly to the schools. We do not use our <br />equipment to do any salting of school property. After discussion, the <br />committee unanimously recommended approval by Council. No <br />suspension was requested. <br />• Ordinances 2007-156 and 2007-157. Ordinance 2007-156 is an ordinance <br />amending the organizational charts of the Engineering and Building <br />Divisions of the city in order to deliver services from each division in a <br />more efficient and economical manner. Ordinance 2007-157 is a <br />resolution extending and amending the city's consulting engineering <br />contract with Richard Bowen & Associates, which inter alia provides for <br />the renewal of the appointment of Daniel Collins to be City Engineer and <br />for the appointment of Brian J. Cave to be Assistant City Engineer; and <br />declaring an emergency. There will be a change in the Assistant City <br />Engineer who will be Pete DiFranco. The legislation was discussed, but <br />the committee felt it was such an important topic that it needed more time <br />to be reviewed and considered. Therefore, the committee unanimously <br />voted to hold both pieces of legislation in committee for further <br />discussion.
