Council Minutes of I 1-17-2009 <br />Law Director Dubelko: 1) He gave a real property maintenance deport update on cases <br />that are in Rocky River Court. On November 10 for the property at 4873 Columbia, the <br />violations involved were AC units and permits required. There was a no contest plea <br />taken and the defendant entered into a diversion program operated by Rocky River Court <br />which involved paying a seven hundred fifty dollar administrative fee and being granted <br />six months to get into compliance including obtaining permit and license. There is <br />another sentencing on November 3 for the property at 5261 Berkshire. Violations <br />involved roof and gutters. A fine was issued and thirty days jail stayed pending eight <br />months probation and relief from same of the fine upon compliance with the roofing <br />requirements. There is a case of conviction pending sentencing on November 3 in court <br />for 6627 Wedgewood for a gutter violation. Several cases that are pending conviction <br />from November 12 in Rocky River Court are Beaumont and Butternut involving roofs <br />and siding. The 25779 Lorain case was withdrawn due to compliance. There is an <br />arraignment scheduled for 5427 Berkshire for November 24. Complaints were <br />authorized and were filed regarding a Clague address and a Stearns address involving <br />junk vehicles. A sign involved at 23420 Lorain Road was abated without prosecution. <br />2) Mike Gordillo handled only fifty-three cases for the month of October. Twenty-six <br />were general offense and the rest were traffic. There were no trials; no convictions. <br />3) There has been some discussion about EMS delinquent accounts several times over the <br />last couple of years. Most recently, those accounts were the subject of Ordinance 2009- <br />89 which Council passed in September, authorizing a new collection method for these <br />accounts where they would first go through the Law Department quickly to attempt to <br />collect some of them and to turn them over to a professional collection agency. In the <br />first week of November, letters were issued through Great Lakes Billing Company. <br />Three hundred eighty-three letters were sent out to delinquent accounts. Once the results <br />are reviewed, the next step pursuant to the legislation that Council passed back in <br />September would be for the city to select a collection agency to be approved by the Board <br />of Control. <br />Councilman Barker thanked Mr. Dubelko, the Safety Department, the Building <br />Department, and the Law Department far taking the property maintenance issues to court. <br />He is very happy to see that the city is getting some resolve in court because it is going to <br />start spreading the word that if you don't take care of your property, the city is going to <br />come and talk to you and sternly now. <br />Finance Director Copfer: 1) She attended and participated in fact finding with the <br />firefighters on Thursday, November S. <br />2) She participated as an advisor for the Healthcare Committee and learned about self- <br />insurance on November 10. <br />3) On November 11, she had dispatch negotiations, and she was informed today that <br />dispatch ratified their contract yesterday. <br />4) The Auditor of State has requested that the city of North Olmsted utilize an IPA - an <br />outside public accountant - as auditors for 2009 through 2013. The are going through the <br />RFP process. The auditor creates the RFP's. They review and they have the pre-bid <br />meeting. The city reviews the proposals that have been returned.
