Councit Minutes of I i-17-2009 <br />conformance with each of the standards in 1118.03. The Planning Director and Law <br />Director advised that to vote on the conditional use permit issue only. The Committee <br />agreed that passage was not an issue. We then discussed with Mr. Viviani the condition <br />of the property and what were the plans since the Crocker Stearns project is now <br />completed. The comment was that the parking lot will be repaired this week. A motion <br />was made by Councilman Barker to approve the conditional use permit to CMS09-09 <br />Sovereign Grace Church located at 29447 Lorain Rd in seeing that they meet the <br />standards of 1118-03, and the motion was seconded by Councilman Gareau. The vote <br />was 3 to 0 to approve. <br />Councilman Barker made a motion to approve CMS09-09 Sovereign Grace Church <br />located at 29047 Lorain Road pursuant to the guidelines for Conditional Use Permit <br />under 111$.03. The motion was seconded by Councilwoman Jones. Roll Call: <br />Councilman Barker, yes; Councilwoman Jones, yes with comment. As I stated in our <br />committee meeting, I am embarassed by the look of that corner. I'm embarassed that's in <br />my ward and in our city. However, as was clarified by our Planning Director and our <br />Law Director in that meeting, we cannot withhold a conditional use permit based on what <br />Mr. Barker just outlined. So, therefore, my vote is yes on the conditional use for the <br />church. I do not believe the church will have any adverse impact on that neighborhood. <br />But, I would also like to point out for the record, Mr. Barker, they did state in the meeting <br />that the parking lot would be completed last week and the parking lot is not completed. <br />Thank you. Roll Call continued: Councilman Gareau, yes; Councilman Brossard, yes; <br />Councilman Kearney, yes; Councilman Mahoney, yes; Councilman Orlowski, yes. <br />CMS09-09 Soveriegn Grace Church approved unanimously. <br />Councilman Kearney, Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Health and Safety Committee met Tuesday, November 10, 2009. Present <br />were committee members Kearney, Orlowski, - Mr. Mahoney was excused due to family <br />commitments -and Council members Barker and Brossard. The Law Director, Service <br />Director, Animal Warden and guests were also present. <br />1) First discussed was a liquor permit for George Group Great Northern LTD to do <br />business as Harry Buffalo, 4824 Great Northern Boulevard. The committee voted 2-0 in <br />favor ofnon-objection <br />Councilman Kearney made a motion to not object to the new liquor permit for Harry <br />Buffalo at 4824 Great Northern Boulevard. The motion was seconded by Councilman <br />Orlowski and passed unanimously. No objection to the new liquor permit for Harry <br />Buffalo. <br />2) The committee discussed Codified Ordinance 505.07 which pertains to animal cruelty. <br />Ms. Bowden, a resident of North Olmsted had some concerns about laws relating to <br />cruelty to and neglect of pets in North Olmsted. Ideas were discussed, and the committee <br />decided that they should look further into the laws to decide if some changes should be <br />made. A meeting with the Law Director, Animal Warden, and Councilman Kearney will <br />be scheduled to look further into the issues. <br />6 <br /> <br />
