Council Minutes of 11-17-2009 <br />AUDIENCE PARTICIPATION <br />Brian Shlapack, 26788 West Road, Huntington Township, Ohio 44090 is speaking as a <br />member of union Local 1267 as requested by the Executive Board. He reminded Council <br />and the Administration that the SAFER grant application opened this Monday and runs <br />through December 18. That grant, is for rehiring laid-off firefighters or also for hiring <br />new firefighters. In the city's case, it would be hiring back laid off firemen. There are no <br />salary limits and the benefits cover one hundred percent of all the salaxies and all the <br />benefits for the entire two years with no obligation to pay back. Councilman Barker said <br />he knows with the police grant it was a three year deal but you had to guarantee you <br />could pay them for the fourth year or you'd have to pay back the money. Is there any <br />kind of stipulation like that in this grant where they'll give two years but do we also have <br />to guarantee the third or fourth year? Shlapack said no, and he referred anyone that has <br />further questions to Matt Peters. Mayor O'Grady said that he was absolutely correct. <br />Last year this grant could not be used to hire back laid off firefighters. The Ohio <br />Delegation played a primary role in getting that changed into the legislation for this year. <br />Mr. Shlapack pointed out that the four individuals that were laid off are the finest of <br />individuals and he would want them to come help his family any day of the week. Mayor <br />O'Grady mentioned that firefighter Shlapack is North Olmsted's Firefighter of the Year <br />this year. Councilman Gareau asked far status of that grant application. Safety Director <br />Thomas said as she reported to Council two weeks ago, the Administration is working on <br />the grant and they will meet the deadline to apply for the grant. <br />LEGISLATION <br />Ordinance 2009-109 introduced by Mayor O'Grady was given its third reading. An <br />Ordinance amending Sections 505.01 and 947.01 of the North Olmsted Codified <br />Ordinances in order to permit responsible persons to walk. dogs on a leash in North <br />Olmsted city parks. Councilman Brossard moved for adoption. The motion was <br />seconded by Councilman Gareau. Roll Call: Councilman Brossard, no with comment. <br />During the course of committee meetings regarding this proposed Ordinance, several <br />concerns arose that were not included in the initial proposed Ordinance. These issues <br />were discussed and debated at great length. While this Ordinance provides a good <br />foundation to start with, I will be working with Councilwoman Jones on a more <br />comprehensive Ordinance that we believe will be agreeable to all the concerned parties <br />involved. Also, I would like to commend one of our residents, Jeff Sturgeon, for his <br />determination and fortitude regarding this issue. He certainly made a strong argument on <br />its behalf. Roll Call continued: Councilman Gareau, yes; Councilman Barker, no; <br />Councilwoman Jones, no; Councilman Kearney, yes; Councilman Mahoney, no with <br />comment. I look forward to the Ordinance as proposed by my colleagues, Mr. Brossard <br />and Mrs. Daily Jones. -Roll Call continued: Councilman Orlowski, no. Ordinance 2009- <br />109 failed 5-2. <br />Resolution 2009-129 introduced by Mayor O'Grady and the entire City Council was <br />given its second reading. A Resolution directing the Auditor of Cuyahoga County to pay <br />the city of North Olmsted, Ohio, during the year 2010, all money due and owing said city <br />7 <br /> <br />
