Council Minutes of 10-20-2009 <br /> <br />2) The September monthly and year to date financial statements were E-mailed to <br />Council or in the mailboxes today. She just received them, so there is no quarterly <br />review complete yet. <br />3) Resolution 2009-128 is before Council this evening. It has to be passed on suspension <br />tonight because the County wants it back in the beginning of November to set the rates. <br />The rates that they have determined for the city are the same as last year. <br />Councilman Gareau, Chairman of the Finance Committee: The Finance Committee met <br />on October 13, 2009 at 8:15 p.m. and concluded at 8:44 p.m. Present that evening were <br />Council committee members Gareau, Barker, and Kearney; Council President Kennedy, <br />Councilwoman Jones, Councilman Orlowski, Human Resources Director Farver and <br />Planning Director Wenger. <br />1) 2009-117 is a Resolution approving of and authorizing the Mayor to enter into a <br />collective bargaining agreement with the American Federation of State, County and <br />Mucinipal Employees ("AFSCME"), Ohio Council 8, Local 2681, for the Service Unit <br />Employees, for the period July 1, 2009 through June 30, 2012, and declaring an <br />emergency. The Administration has been negotiating for some period of time now with <br />the various bargaining units in the city of North Olmsted. The Administration presented <br />to Council an agreed-upon, worked out resolution which will help the city of North <br />Olmsted as the city continues to work through what is clearly a very difficult financial <br />time. Some of the cost saving efforts that were brought forward and agreed to by the men <br />and women of the AFSCME Service Department are a reduced work week from forty <br />hours to thirty-six and a quarter for ninety-two consecutive weeks and no increase in <br />wage rates, vacation may not be sold back, and sick leave bonus days may only be taken <br />as time off, not cash, from January 1, 2010 to December 31, 2011. Those were the <br />significant changes that were made to the AFSCME contract. The contract has been <br />approved by the members of the bargaining unit, and is now before City Council. <br />Councilman Gareau made a motion for approval. The motion was seconded by <br />Councilman Barker, and by a vote of 3-0, the committee recommended approval with a <br />request for a suspension of the rules. <br />2) 2009-118 is a Resolution approving of and authorizing the Mayor to enter into <br />collective bargaining agreements with the Fraternal Order of Police ("FOP")/Ohio Labor <br />Council, for the police officers and corrections officers, for the period January 1, 2009 <br />through December 31, 201 1, and declaring an emergency. Some of the pertinent changes <br />that were agreed to by the men and women of the FOP and our Administration and <br />brought forward in this agreement are thirteen furlough days, a prohibition for cash <br />payments for holidays, suspension of detective, evidence techs, SWAT, and shift <br />differential payments for 2010 to 2011, a limit on vacation buy back to only one week, a <br />clothing allowance suspension for 2010 and 2011, and no cashing out of sick bonus days. <br />Non-economic changes included discipline language as well as suspension of firearms <br />proficiency benefit for 2010 and 2011. Councilman Gareau made a motion for approval. <br />The motion was seconded by Councilman Barker, and by a vote of 3-0, the committee <br />recommended approval with a request for suspension of the rules. <br />3) 2009-121 is a Resolution authorizing and directing the Director of Planning to make <br />application on behalf of the City of North Olmsted for Community Development Block <br />Grant (CDBG) funds for the fiscal year 2010 for the emergency food cupboard relocation <br />3 <br />~. <br />
