Council Minutes of 10-20-2009 <br /> <br />project; further authorizing the use of city funds as the local match; further authorizing <br />the Mayor to accept the grant if awarded; and to execute a contract with Cuyahoga <br />County,. and declaring an emergency. This was presented by the city Planning Director, <br />Kim Wenger. The current accommodations -the basement of the Old Town Hall -are <br />woefully inadequate for purposes of access for those with disabilities, for storage, and for <br />the entire operation. The city has a building available on Butternut Ridge Road to use as <br />the food cupboard. The city has been successful in the past applying for Community <br />Development Block Grant money. He thinks the match was up to thirty six thousand <br />dollars. Councilman Gareau made a motion for approval. The motion was seconded by <br />Councilman Kearney, and by a vote of 3-0, the committee unanimously recommended <br />approval of 209-121 with suspension for purpose of getting the application in on time. <br />4) Safety Director Thomas informed Council of the impact the STOP program could have <br />on the Police Department furlough days. <br />Councilman Barker, Chairman of the Building, Zoning and Development Committee: <br />The Building Zoning and Development Committee met on Tuesday, October 13, 2009 at <br />8:00 p.m. Present at the meeting were Committee members Barker, Gareau and Jones; <br />Council members Kearney and Orlowski; President Kennedy, Flanning Director Kim <br />Wenger, Mr. Chris Sullivan from PB2, and guests. The committee met to discuss <br />CMS08-16 Walmart located at 24801 Brookpark Road. The proposal consists of painting <br />the existing building, new signage, and minor site improvements. The building color and <br />signage change are a part of the chain's national rebranding efforts. In the discussion of <br />the proposed building modifications, a number of minor site issues arose. The Planning <br />and Design Commission requested that Walmart evaluate the site landscaping, and at <br />minimum, return the landscaping to that which was originally approved with the <br />development. This would involve replacement of missing or damaged landscaping <br />throughout the site. The applicant refurbished approximately 14 existing masonry <br />bollards with stone caps to include new foundations. They have removed approximately <br />20 yellow steel bollards, and they propose to add about five new masonry bollards near <br />the store entry to match the building materials. The Commission also requested that new <br />bicycle racks be installed near the store entry. There were variances requested for sign <br />height and sign area of the new Walmart wall sign, which were granted by the Board of <br />Zoning Appeals. Councilman Orlowski asked a question concerning the truck parking on <br />the South side of the building and the answer was that it was Walmart business only. <br />Council was in agreement that the improvements will benefit not only Walmart but also <br />the City of North Olmsted. A motion was made by Councilman Barker to approve <br />CMS08-16 and to include all of the Boards and Commissions recommendations and <br />asked for a second which was given by Councilman Gareau. The vote was 3-0 in favor of <br />the Walmart improvements. <br />Councilman Barker made a motion to approve CMS08-16 Walmart located at 24801 <br />Brookpark Road as reported out with the recommendations of the Planning and Design <br />Commission along with the variances granted by the Board of Zoning Appeals to include <br />the specific language of the Planning & Design stating that all display merchandise being <br />maintained inside the store or within the covered patio area only and new bike racks will <br />also be installed and that there be no parking of non-Walmart related tractor trailers on <br />4 <br />,~~~x. <br />
