Council Minutes of 10-20-2009

the property. The motion seconded by Councilwoman Jones and passed unanimously.
CMS08-16 approved.
Councilwoman Jones, Chairwoman of the Streets and Transportation Committee: The
Streets and Transportation met on Tuesday, October 13, 2009 at 6:53 p.m. and ended at
6:57 p.m. Present were committee members Jones and Kearney; Council members.
Barker, Gareau, and Orlowski; Council President Kennedy, Safety Director Thomas,
Assistant Law Director O'Malley, and guests. The committee met to discuss Ordinance
2009-123, an Ordinance amending the Traffic Control File of the City of North Olmsted
to provide for the installation and enforcement of a No Parking-Loading Zone sign on the
tree lawn of the residential property located at 6609 Cypress Avenue prohibiting parking
at that location between the hours of 6 a.m. and 6 p.m. weekdays. Dr. Thomas brought
this issue to the committee's attention because a resident on the street happened to be
moving his vehicle early in the morning out of his driveway and parking it directly in
front of 6609 Cypress all day. This poses a problem because one of the residents of this
home has a special bus come to pick her up everyday as she needs assistance to board the
bus with her wheelchair. After an effort to change the behavior, the situation was
determined to be a safety issue for a number of reasons, including the safety of the
persons boarding the bus which is forced into the middle of the street to load and unload
people. With the winter weather approaching, the bus should be able to properly position
itself in front of the house in order to prevent other vehicles on the street from getting
into potential accidents. A few of the residents who live in the home and a few of the
staff members who assist them daily attended the meeting as well. Councilwoman Jones
moved to approve Ordinance 2009-123 with suspension of the rule requiring three
readings. Councilman Kearney seconded and it passed out of committee with a vote 2-0.
Councilman Kearney, Chairman of the Public Safety, Health and Welfare Committee:
The Health and Public Safety meeting was held Tuesday, October 13, 2009 at 7 p.m.
Present were committee members Kearney and Orlowski; Council members Jones,
Barker, and Gareau; Council President Kennedy, Safety Director, Service Director,
Assistant Law Director, Animal Warden, and guests. 1) Two liquor permits were
discussed -anew permit for the Bamboo Garden at 5106 Great Northern Mall and a
permit transfer for CVS Pharmacy at 27713.
