Council Minutes of 10-06-2009 <br />were Council committee members Barker, Gareau, and Kearney; Council President <br />Kennedy; Council members Brossard, Jones, Orlowski, and Mahoney; Law Director <br />Dubelko, Finance Director Copfer, Service Director Limpert, and Human Resources <br />Director Farver. There were four legislation items discussed that evening. Discussed <br />first was Ordinance 2009-104 an Ordinance to make and transfer appropriations for <br />current expenses and other expenditures for the city of North Olmsted for the fiscal year <br />ending December 31, 2009. At times, the city will be required to transfer funds that were <br />previously appropriated or appropriate additional funds, which is the case with 2009-104. <br />2009-84 was the last time this was done. Instead of using an individual within the police <br />department to provide service, traffic light issues, etc., the Service Department will be <br />handling that in the future. Appropriate funding was transferred over and additional <br />funding was created to allow for that to take place. That is then reflected as a reduction <br />within the division of police, but shows up as an addition within public service and <br />properties. This deals with everything from traffic, electricity, and signal repairs to <br />traffic wages, traffic benefits, and the costs then that which transferred over as well. <br />There was a slight increase in hospitalization within the Division of Aging. Within the <br />recreation fund, there was some vacation buy-back as well as gymnastics outside <br />services. He requested the Clerk include the worksheet with the legislation and attach it <br />to the minutes to see the explanation for each and every transfer that takes place in 2009- <br />104. Councilman Gareau made a motion to recommend approval. The motion was <br />seconded by Councilman Barker and passed unanimously. The Committee recommended <br />approval of 2009-104 with the request for suspension of the rule requiring three readings. <br />2) 2009-113 is an Ordinance requesting the Director of Human Resources to request <br />proposals for the development, implementation, and management of a city deferred <br />compensation plan, and further authorizing the Mayor, subject to the approval of the <br />Board of Control, to enter into an agreement with the firm selected in the RFP process. <br />This is a new program to be created through this legislation, which would allow the city <br />to obtain the services of a provider to create a new program which would parallel the <br />current deferred compensation program. It is an opportunity to give employees <br />additional opportunities for investing for retirement. Currently, employees have PERS, <br />and the deferred compensation program. This would create a different 457 account, <br />which would allow them to have a different alternative method of investment within the <br />city. There were some concerns expressed by the Director of Law relative to the RFP <br />and the potential issues that could arise there. He wished to take a closer look at it. <br />Gareau made a motion to hold 2009-113 in committee. The motion was seconded by <br />Councilman Kearney and passed unanimously. The committee recommended to hold <br />2009-113. <br />3) 2009-105 is a Resolution authorizing the Mayor of the City of North Olmsted to enter <br />into atwo-year contract with Union Eye Care Center, Inc. to provide eye care and vision <br />services to city employees in connection with the city's self-insured health care plan. <br />The cost is twelve thousand dollars annually. The city has been using Union Eye Care <br />for several years. Prices have been checked in the past, and they continue to be <br />extremely advantageous to the city of North Olmsted. Their charges are reasonable and <br />appropriate. Councilman Barker made a motion to recommend approval. The motion <br />was seconded by Councilman Kearney and passed unanimously.
