Council Minutes of 10-06-2009 <br />4) 2009-106 is a Resolution authorizing the Director of Public Service to advertise for <br />bids for copy machine leases and service agreements, and further authorizing the Mayor, <br />after Board of Control approval, to execute a contract with the lowest and best bidder. <br />This is an attempt to get the copier leases under one agreement. Not that long ago, every <br />building had their own lease and their own term with different machines and different <br />providers. If you're going to go out and obtain a lease, it is better to obtain six than it is <br />to obtain one to possibly get a financial advantage. Through the work of the Service <br />Department, Finance Director, and Shaun in the Service Department, the city finally <br />arrived at that point of having one agreement for multiple machines that will service the <br />city of North Olmsted for copying services. He thought it would be best to add an <br />emergency clause because the contracts expire December 31, 2009 and there is a bidding <br />process involved. There was also a request for suspension of the rule requiring three <br />readings so that the city can get the proper notices and have this in place by the end of the <br />year. Councilman Gareau made a motion recommend approval. The motion was <br />seconded by Councilman Barker and passed unanimously. The committee recommended <br />approval of 2009-106. <br />Councilman Gareau made a motion to amend 2009-106 to add an emergency clause and <br />reason for the emergency as indicated in Section Two of the Resolution. The motion was <br />seconded by Councilman Barker and passed unanimously. Ordinance 2009-106 <br />amended. <br />Councilman Orlowski, Chairman of the Environmental Control Committee: The <br />Environmental Committee met in the Council caucus room on September 22, 2009 at <br />7:47 p.m. In attendance were committee members Barker, Brossard, and Orlowski; <br />Council President Kennedy; Council members Gareau, Jones, Kearney, and Mahoney; <br />Law Director, Service Director, CLS Director, Animal Warden, and guests. The <br />Committee reviewed Ordinance 2009-112, an Ordinance amending Section 911.18 <br />(Grievances and Appeals) of Chapter 911 (Sewers Generally) of the Streets, Utilities, and <br />Public Services Code in order to clarify the city's process for resolving grievances <br />regarding extraordinary sewer charges. The changes in this .Ordinance clarify the <br />procedure for residents who incur an extraordinary sewer bill caused by an accident or <br />emergency at the user's property. The Service Director, upon investigation, may make an <br />adjustment to the user's sewer bill. This change gives the Service Director more <br />discretion at handling these types of cases and allows for an appeal process if the user is <br />dissatisfied with the Service Director's decision. The Committee by a vote of 3-0 <br />recommends approval by all of Council. Present were <br />committee members Orlowski, Kearney, and Mahoney; Council President Kennedy; <br />Council members Brossard, Barker, Jones, and Gareau; Law Director, Safety Director, <br />CLS Director, and Animal Warden. First on the agenda was a C1, C2 Liquor Permit for <br />Walgreens at 24590 Lorain Avenue. The Committee voted 3-0 to not object. <br />5 <br />
