Council Minutes of 10-06-2009
Councilman Kearney made a motion to not object to the new Liquor Permit for
Walgreens at 24590 Lorain Avenue. The motion was seconded by Councilman Orlowski
and passed unanimously. No objection to the new Liquor Permit for Walgreens.
2) The next item on the agenda was related to Chapter 505 of the Codified Ordinances -
Animals & Fowl. Many members on Council have received calls from residents wanting
some changes to present laws pertaining to dog care and also the number of dogs a
resident may have without causing disruption to the people that live close to them. Many
guests were present and spoke their mind about complaints, and they were happy with
having an open forum to air their gripes. Council could not provide answers to all of
their questions at this time. He and Council hope to find a solution to the problems they
face. Another Safety meeting has been set for October 13 at 7 p.m. to delve further into
the Chapter 505 Animals and Fowl to work toward a resolution for these residents so that
they may enjoy their homes the way that they had hoped to when they bought them in
North Olmsted.
Councilman Mahoney, Chairman of the Recreation, Public Parks, and Buildings
Committee: 1) A Recreation, Public Parks, and Buildings Committee meeting was held
on September 22, 2009 to discuss Ordinance 2009-109, which is an Ordinance to remove
the prohibition on dogs in North Olmsted city parks and to permit the dogs in the parks.
After a discussion and audience participation, it was decided to hold that particular
Ordinance in the committee.
2) He indicated that since the representative from the North Olmsted Public Library is in
attendance this evening, he had the opportunity to go over to our public library and view
the Children's Area. In connection with the updated carpeting issues and the different
type of safety concerns that were raised, the library really looks good. They did a great
job, and she is to be commended for the work that was done and the manner in which it
was handled.
Mayor O'Grady asked Councilman Mahoney if there is additional information he is
requiring with the dogs in the parks issue. Councilman Mahoney suggested talking about
it after the meeting. Mayor O'Grady asked when Councilman Mahoney expects to
schedule another meeting. Councilman Mahoney said probably October 27, 2009.
AUDIENCE PARTICIPATION
Dennis Lambert, 25057 Carey Lane said he would like to welcome the new Council
Clerk. He asked if the city has a contract for leaf pick-up this year and the cost. He also
asked when the schedule will distributed. Service Director Duane Lirnpert said as the
Mayor mentioned in his report, the flyer should go out this week. The cost is
approximately two hundred and ten thousand dollars. There is one more year that the city
could go as an extension, which would be the same amount. Having this done by a
contractor does work very well for North Olmsted. It has helped the staff concentrate in
other areas like keeping up with streets and other projects around the city.
6
