. •- <br />Council Minutes of 10-06-2009 <br />legislation. Councilman Gareau moved for adoption. The motion was seconded by <br />Councilman Kearney and passed unanimously. Resolution 2009-106 adopted. <br />Ordinance 2009-112 introduced by Mayor O'Grady was given its second reading. An <br />Ordinance amending Section 911.18 ("Grievances and Appeals"} of Chapter 911 <br />("Sewers Generally") of the Streets, Utilities and Public Services Code in order to clarify <br />the city's process for resolving grievances regarding extraordinary sewer charges. <br />Resolution 2009-117 was introduced and placed on first reading by Mayor O'Grady. A <br />Resolution approving of and authorizing the Mayor to enter into a collective bargaining <br />agreement with the American Federation of State, County and Municipal Employees <br />("AFSCME"), Ohio Council 8, Local 2681, for the Service Unit Employees, for the <br />period July 1, 2009 through June 30, 2012, and declaring an emergency. <br />Resolution 2009-118 was introduced and placed on first reading by Mayor O'Grady. A <br />Resolution approving of and authorizing the Mayor to enter into collective bargaining <br />agreements with the Fraternal Order of Police ("FOP")/Ohio Labar Council, for the <br />police officers and corrections officers, for the period January 1, 2009, through December <br />31, 2011, and declaring an emergency. <br />Resolution 2009-119 was introduced and placed on first reading by Mayor O'Grady. A <br />Resolution in support of Red Ribbon Month in October which focuses parents, educators <br />and community members on alcohol and drug prevention and is a call to action to <br />students to saying "no" to drugs and alcohol and declaring an emergency. Councilman <br />Mahoney motioned to suspend the rule requiring three readings. The motion was <br />seconded by Councilman Kearney and passed unanimously. Council President Kennedy <br />asked if there was anyone in the audience that would Iike to address Council with regard <br />to this legislation. Councilman Mahoney moved for adoption. The motion was seconded <br />by Councilman Kearney and passed unanimously. Resolution 2009-119 adopted. <br />Resolution 2009-120 was introduced and placed on first reading by Mayor O'Grady. <br />Resolution in support of the Cuyahoga Community College Levy, Issue 4, a replacement <br />of the current 1.5 mills and an increase of 0.3 mills for a ten year period and declaring an <br />emergency. Councilman Mahoney motioned to suspend the rule requiring three readings <br />for the reason of timeliness as indicated by the Mayor in Caucus. The motioned was <br />seconded by Councilwoman Jones and passed unanimously. Council President Kennedy <br />asked if there was anyone in the audience that would like to address Council with regard <br />to this legislation. Councilman Mahoney moved for adoption. The motion was seconded <br />by Councilwoman Jones. Roll Call: Mahoney, yes; Jones, yes; Gareau, no with <br />comment. I wish the best of success to the Cuyahoga County College levy, but at the <br />same time I'm not entirely convinced that it's the proper subject of a Resolution before <br />this Council. Roll Call continued: Brossard, yes; Barker, no with comment. I'm in favor <br />of Issue 4. I'm just not in favor of a Resolution. Roll Call continued: Orlowski, yes; <br />Kearney, yes.
