Council Minutes of 9-15-2009 <br />deliver services in a more efficient and economical manner. Councilman Mahoney made <br />a motion to suspend the requirement of three readings noting that it has been reviewed in <br />committee. The motion was seconded by Councilwoman Dailey Jones and passed <br />unanimously. Councilman Mahoney moved for adoption. The motion was seconded by <br />Councilwoman Dailey Jones and passed unanimously. Ordinance No. 2009-101 adopted. <br />Ordinance No. 2009-102 introduced by Councilmen Mahoney, Brossard, and Kearney <br />was given its second reading. An ordinance amending Section 331.42 of the Traffic <br />Code in order to prohibit text messaging while operating a motor vehicle, and declaring <br />an emergency, as amended. <br />Resolution No. 2009-103 introduced by Councilman Mahoney was given its second <br />reading. A resolution canceling the current agreement, and authorizing the Mayor to <br />enter into a new agreement, with the North Olmsted School District granting the school <br />district a license to install and maintain a removable fence on Diamond Number One <br />Baseball Field at North Olmsted Park, as amended. <br />Ordinance 2009-104 was introduced by Mayor O'Grady and given its first reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the city of North Olmsted for the year ending December 31, 2009. <br />Resolution 2009-105 was introduced by Mayor O'Grady and given its first reading. A <br />resolution authorizing the Mayor of the city of North Olmsted to enter into atwo-year <br />contract with Union Eye Care Center, Inc., to provide eye care and vision services to city <br />employees in connection with the city's self-insured health care plan. <br />Resolution 2009-106 was introduced by Mayor O'Grady and given its first reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for copy <br />machine leases and service agreements, and further authorizing the Mayor, after Board of <br />Control approval, to execute a contract with the lowest and best bidder. <br />Resolution 2009-107 was introduced by Mayor O'Grady and given its first reading. A <br />resolution authorizing the Director of Planning to make application for a Livable <br />Communities Initiative Grant from the Northeast Ohio Areawide Coordinating Agency <br />(NOACA) in order to improve the transportation network and strengthen community <br />livability in North Olmsted; further authorizing the use of city funds for a twenty percent <br />(20%) match; further authorizing the Mayor to accept the grant, if awarded, and to <br />execute a contract if required; f nally authorizing the Director of Planning to execute all <br />other non-contract documents necessary to effectuate receipt of the grant, and declaring <br />an emergency. Councilwoman Dailey Jones moved to suspend the rule requiring three <br />readings noting the application is due in short order. The motion was seconded by <br />Councilman Barker and passed unanimously. Councilwoman Dailey Jones moved for <br />adoption.
