'~
Council Minutes of 9-15-2009
starting in 1948 as a patrolman. He was promoted to Sergeant, Lieutenant, and was
promoted to Chief January 1, 1966. He was the only graduate of the FBI National
Academy at that time. He served as President of the F.O.P. Lodge 25, President of the
Cuyahoga County Police Chiefs Association, and President of the Ohio Association of
Chiefs of Police. He along with the Chiefs of Police from Bay Village, Fairview Park,
Lakewood, Rocky River, Westlake, the Mayors and Council of these cities established
the West Shore Enforcement Bureau which is known throughout the United States as one
of the top-ranked enforcement bureaus. They also established the Rocky River Court.
Several former Chiefs of surrounding cities as well as the family members of Chiefs
Christman and Hird were invited to the front as the plaques were presented to Chief
Wozniak.
Councilman Gareau made a motion to amend the agenda to add 2009-114 on first
reading. The motion was seconded by Councilman Paul Barker and passed unanimously.
Ordinance 2009-114 will be placed on first reading.
Councilman Gareau said that tonight is Barb Seman's last Council meeting as our Clerk.
Council had the responsibility as a body to appoint a new Clerk, and they undertook that
responsibility quite seriously. Council put out an advertisement for parties who might be
interested to submit resumes and applications to the City of North Olmsted. Thank you
to Cheryl Farver and her department for the work that they did to assist Council. This
Council came together and had the occasion to interview each candidate. Council had a
second set of interviews with some additional candidates that they felt they wanted to
take a closer look at. Finally Council had the opportunity to discuss and agree upon what
they believed to be was the best candidate for the job. There were a number of
candidates that came in that were good, but one was outstanding. Council introduced
Marie Gallo, and her name will be put in for consideration to appoint her first as the
Assistant Clerk of Council for the period of September 21 through September 30.
Thereafter, Council will take a vote to appoint her as the Clerk from the period of
October 1, 2009. Gareau made a motion to appoint Marie Gallo to the Assistant Clerk of
Council position for the period September 21 through September 30, 2009 and in the
combined motion thereafter to have her serve as the Clerk of Council for the North
Olmsted City Council commencing October 1, 2009. The motion was seconded by
Councilman Kevin Kearney and passed unanimously. Marie Gallo appointed as
Assistant Clerk of Council for the period September 21 through September 30, 2009 and
thereafter to serve as Clerk of Council.
Councilman Gareau said Ms. Gallo was an impressive candidate; warm personality,
bubbly, and excited to be on the job. Eager and enthusiastic are words that adequately
describe her approach to this. She comes to North Olmsted from Parma Heights who, to
their misfortune lost an outstanding Clerk to North Olmsted's gain. Councilman Gareau
said he was glad to be a part of the process. He commended his colleagues for their
professionalism and good questioning. He thanked the candidates that applied. Council
had outstanding people. It was a very good process. One that this Council has
undertaken since the early 1970's. Council has not had many that have filled this role.
2
