Council Minutes of 9/1/2009
5) The mobile farmer's market at North Olmsted Park will continue on Tuesdays
throughout the month of September from 12:30 to 2 p.m. All citizens who are interested
in purchasing locally grown fresh produce can partake of this effort at the Senior Center.
6) Fire Chief Tom Klecan will join representatives of the Department of Homeland
Security and Department of Defense to participate in a seminar hosted by the Cuyahoga
County Emergency Management Agency regarding the urban area security initiative.
7) The Department of Public Safety does receive daily updates with regard to H1N1
from the Center for Disease Control and from the Cuyahoga County Board of Health.
The priority target populations to receive immunizations for H1N1 include pregnant
women, parents or childcare workers with infants under the age of 6, emergency medical
providers with front-line direct care practices, and children with compromised health
systems. Once this priority population receives the two-dose vaccine, the target
population then moves to school aged children. Healthy adults are not included in
priority populations for H 1 N 1.
8) The Department of Public Safety is working with the North Olmsted school district on
a public education campaign regarding preventive measures and the flu. All are
encouraged to practice health hygiene habits such as washing your hands, covering your
mouth when sneezing or coughing, and staying home from work when ill. Symptoms
associated with H1N1 include headache, fever, and nausea as do symptoms of other
strains of the flu.
9) The Service Department has now taken responsibility for the traffic signal
maintenance, which has resulted in greater efficiency in the correction of any traffic
signal .mishap and a reduced cost to our taxpayers.
10) The fall brush roundup is scheduled to begin September 14. Brush should be placed
out next week, and there will be one pass only. Fox all other times, we already pay for
brush pick up. Please cut brush into 4 foot lengths, bundle it, and put it out with the
weekly trash pick up.
11) Resolution 2009-85 is going to be considered today. It encourages our federal
lawmakers to reform the health care industry in the United States. There are many
residents in our city who are suffering today due to inept and unregulated system of
health care delivery. We have the finest health care providers in the world, but the
delivery of that health care, and the funding of that health care, is an absolute disaster. In
Ohio alone, 30% of our citizens are denied health care due to pre-existing conditions.
Our city tax base is undermined by non-payment of health care costs associated with
emergency medical service that we provide to uninsured citizens. In Ohio, this amounts
to a cost of $2.2 billion annually to hospitals, doctors, and municipal EMS services. He
asks each member of Council to keep those residents in mind as they consider their vote
on this needed legislation.
Law Director Dubelko: 1) Regarding the case of city of North Olmsted v. Suburban
Collision, the nuisance odor case pending in Rocky River Court, on August 25, the
defendant consented to an extension of the diversion program. The department would
like to see that diversion program extended to June 3 or thereabouts, to coincide with the
term of the temporary conditional use permit, which Council granted a year and a half
ago. We are making progress in it as the number of complaints coming out of the
neighborhood have been reduced.
2
