Council Minutes of 9/1/2009 <br />4) The budget worksheets have been distributed to the division heads. This year, she is <br />trying something a little different. The data was downloaded into Excel to offer more <br />flexibility and to avoid multiple data entry as the budgets are being refined. In the past, <br />the budget worksheets were downloaded into Word, and there was no calculation <br />assistance which sometimes caused problems for the divisions. <br />Council President Kennedy, reported on two Committee-of--the-Whole meetings: 1) The <br />committee met Wednesday, August 19, to discuss resumes that were sent in for the Clerk <br />of Council position. The list was narrowed down to eight people to be interviewed. On <br />Thursday, August 27, the committee met from 5:30 p.m. until 7 p.m. to interview the <br />eight candidates. Councilman Gareau made a friendly amendment to the report noting <br />that the meetings adjourned into executive session for the purpose of discussing the <br />issues; when the executive sessions were complete, the meetings were called back to <br />order and adjourned. President Kennedy accepted the amendment to his report. <br />Councilman Gareau reported on aCommittee-of--the-Whole meeting: 1) The committee <br />met on Saturday, August 29, at 8 a.m. The purpose of the meeting, which was adjourned <br />into executive session, was to conduct interviews for the position of Clerk of Council and <br />to discuss hiring a Clerk of Council. The executive session was adjourned back into the <br />committee meeting which concluded at 10:07 a.m. <br />Councilman Barker, vice chairperson of the Finance Committee, reported on behalf of <br />chairperson Gareau who could not attend as he was called out of town: 1) The Finance <br />Committee meeting was held at 7 p.m. on August 24. Present were Councilman <br />Brossard, vice chairperson Councilman Barker, Councilwoman Jones, Councilman <br />Orlowski, committee member Councilman Kearney, Councilman Mahoney; Finance <br />Director Copfer, and Assistant Law Director O'Malley. Agenda items included the <br />following: <br />• Ordinance 2009-95, an ordinance authorizing the Director of Human Resources to <br />solicit proposals for the personal services of a third party administrator (TPA) to <br />process health insurance claims and including the purchase of excess insurance <br />coverage for the city health care and hospitalization plans for 2010; further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into a <br />contract for said services and insurance and declaring an emergency. This is <br />something that is done yearly for the assistance in our self-insured plan. There <br />was a very brief discussion with Finance Director Copfer. A committee motion <br />was made by Mr. Barker to recommend approval with suspension, and the <br />motion was seconded by Mr. Kearney and approved 2-0. <br />• Ordinance 2009-12, an ordinance amending Sections 161.01 and 161.11 of <br />Chapter 161, Employees Generally, of the North Olmsted Administrative Code in <br />order to revise sick leave and vacation benefits and declaring an emergency. The <br />committee had started discussion on this in January of this year, and they went <br />through some line items individually. There was a good discussion on many <br />things, including jury duty, sick leave, vacation time, sick leave turn-in upon <br />separation, and previous elected officials' time consideration.
