Council Minutes of 9/1/2009 <br /> <br />discussion, Councilman Barker made a motion to hold the legislation in <br />committee. The motion was seconded by Councilman Kearney, and the vote was <br />2-0 to hold the legislation in committee. The meeting adjourned at 7:59 p.m. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) The committee will be holding the streets tour on Wednesday, September 9. Those <br />attending should meet in the City Hall parking lot at 6:30 p.m. Residents are welcome to <br />attend, but please notify her by tomorrow evening so the Service Director can provide <br />adequate transportation. <br />2) Fair Housing is sponsoring a Realtor seminar on Thursday, September 10, at 9:30 a.m. <br />at the North Olmsted library. Anyone is welcome to attend the seminar, and Realtors will <br />be able to receive CEU credits for free. <br />Councilman Kearney, chairperson of the Public Safety, Health & Welfare Committee: 1) <br />The committee met at 8 p.m. August 24. Present were Council Members Brossard, <br />Barker, and Jones; committee members Orlowski, Kearney, and Mahoney; the Law <br />Director and Service Director. On the agenda was Ordinance 2009-97, sponsored by <br />Council Member Daley Jones, an ordinance amending Section 337.20 of the Traffic Code <br />to prohibit unreasonable noise caused by the operation of fake brakes; further requesting <br />that the Ohio Department of Transportation post signs on Interstate-480 in North Olmsted <br />stating "Excessive Engine Braking Noise Prohibited." The reason Council Member <br />Jones sponsored this ordinance was because residents who live near I-480 consistently <br />hear semis jake braking even though sound barricades have been erected. This is.also a <br />problem on the new Stearns extension and over at the mall. This ordinance shall make it <br />illegal to operate an engine brake, commonly known as "fake" brake, which causes <br />unreasonable noise on any road or highway within the city. Pros and cons were <br />discussed. The committee voted 3-0 to recommend approval of the ordinance. <br />Councilman Mahoney, chairperson of the Recreation, Public Parks & Buildings <br />Committee: 1) The committee met on August 24 at 6:50 p.m. On the agenda was <br />Ordinance 2009-96, sponsored by Council Member Barker, Council Member Mahoney <br />and Mayor O'Grady. This is an ordinance amending Section 947.01 (Rules and <br />Regulations) of Chapter 947 (Park and Recreation Areas) of the North Olmsted Streets, <br />Utilities and Public Services Code in order to prohibit the riding of bicycles at the North <br />Olmsted skate park and declaring an emergency as amended. The presentation from the <br />administration was made by Community Life Services Director John Dailey. He initially <br />noted that this issue at the skate park was brought to his attention by our unofficial <br />champion of the skate park, Ms. Rae Ann Thomas. The issue is the use of bicycles at the <br />skate park. The purpose of this particular ordinance and the amendment is to protect the <br />surface of the skate park from the issues raised by the use of bicycles and, obviously, for <br />the safety of the people using the skateboard park as well. The park was primarily built <br />for the use by skateboarding, and apparently the use of bicycles has become an issue at <br />our skate park. The ordinance was reviewed by Police Chief Wozniak, who signed off on <br />it as well as Safety Director Dr. Lisa Thomas. The committee, after the discussion and <br />presentation by Mr. Dailey, recommended approval 3-0 of the ordinance with an <br />amendment being offered by Mr. Orlowski as it pertains to 947.01 (o).
